Min of Railways Floats Tender for 500 LPD Solar Water Heater

The Ministry of Railways has invited bids from interested developers for the supply, installation, testing and commissioning of a 500 LPD (litres per day) solar water heater system along with all the necessary civil foundation & plumbing work. The deadline for bid submission is November 29, 2021, 11:00 am.

The Railway ministry is responsible for the country’s rail transport and operates the statutory body Indian Railways, an organisation that operates as a monopoly in rail transport.

The bids will be valid for 90 days and no earnest money is to be deposited. The delivery period beginning from the date of the contract’s issuance is 30 days.

The tender document states, “80% payment shall be made to the supplier on receipt of the items in satisfactory condition, against suppliers challan certified by consignee gazetted officer, and inspection certificate issued by the nominated inspection agency. Balance 20% payment shall be made after successful installation, commissioning and acceptance of the material by consignee.”

As per the special eligibility criteria, only manufacturers or their authorised dealers with valid dealership certificates should send quotations, else the offer will be ignored.

Applicants are required to submit the percentage of local content in the material they offer. “Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions,” instructs the Ministry of Railways in its tender document for the solar water heater.

The tender mentions the following ‘Other Conditions’:

• Inspection by consignee
• Item HSN code to be mentioned by the bidder along with offer
• Bank account details to be furnished along with offer.

The tender mentions the following ‘Special Conditions’:

• Guarantee/Warranty (GC/WC): Firms are advised to offer guarantee/warranty clause as per the specification/drawing. In case specification/drawing does not specify the guarantee/warranty clause, then the same should be offered as per IRS Conditions of Contract i.e. 30 months from the date of supply or 24 months from the date of commissioning, whichever is earlier.
• Mentioning the correct HSN code & GST percentage is the responsibility of the bidder. Under no circumstances, the total payment by the Railway will be more than the accepted value of the tender.
• All additional input tax credit as available to them has been passed on to the purchaser and any additional ITC if becomes available to supplier in future, the same shall be passed on to the purchaser without any undue delay.
• The manufacturer should indicate the name, month, year of manufacturing by casting/stitching/embossing at the appropriate place of each piece supplied without effecting the functional utility and structural stability of the components/materials.
