MSEDCL Issues 1 GW Tender for Solar Power Supply

Maharashtra State Electricity Distribution Co. Ltd (MSEDCL) has issued a new tender to procure 1 GW (1000 MW) of solar power supply through a competitive bidding process. MSEDCL will procure this solar power supply from those projects which are connected to the distribution network in Maharashtra under “Mukhyamantri Saur Krishi Vahini Yojana”. 

The last date to submit the bid is August 01, 2022, till 04:00 PM. Bids will be opened on the same at 06:00 PM.

The interested bidder will have to submit Rs. 15000+ 18% GST. The processing fee amount of this tender is Rs. 10,000 per MW + 18% GST which is non-refundable. The Bidder will have to pay both amounts through an online payment. 

Each interested bidder needs to submit an Earnest Money Deposit (EMD) of Rs. 1 Lakh / MW is to be submitted in the form of a Bank Guarantee or paid through online payment also.  The Solar Power Producer would raise bills (online) for the power supplied during the month by the 10th day of the following month. 

The capacity of the Project: 

Minimum individual project capacity to be developed shall be 2 MW

Maximum individual project capacity to be developed shall be 10 MW (2X5 MW)

The Cumulative capacity to be installed is 1000 MW (1 GW)

Eligibility Criteria

The Successful bidders shall develop ground-mounted solar PV power projects of capacity as quoted by the bidder in the bidding process.

The Solar Power Producer shall obtain financial closure within Six (6) months from the date of issuance of LoA. 

The Solar Power Producer shall sell all available capacity from identified Solar Photovoltaic Grid-Interactive Power Plants to the extent of contracted capacity on a priority basis to MSEDCL and not sell to any third party. 

The Projects shall be commissioned within 12 (Twelve) months from the date of issuance of LoA.

In case the commissioning of the project is delayed beyond Two (2) months from SCOD, MSEDCL will forfeit total PBG and the PPA capacity shall stand reduced/amended to the Project Capacity Commissioned at the end of the 14th month from the date of issuance of Letter of Award.
