Maharashtra State Electricity Distribution Company (MSEDCL) recently released a tender to procure 1 GW of electricity from a power generating station, irrespective of the fuel type. This is applicable for renewable projects too. The Maharashtra discom now wants to procure the power under a Round-The-Clock (RTC) arrangement. The firm has planned to procure power for the medium term under this arrangement.

The tender document said that the power from such station will be procurred for three-year projects through Public Private Partnership (PPP) on a Finance, Own, and Operate (FOO) basis. MSEDCL has decided to carry out the bidding process by selecting a corporate entity as the bidder. The last date for bid submission is January 16, 2025.

The MSEDCL power supply is planned to be done from April 1, 2025. To generate power from this project, the Central Transmission Utility (CTU) for plants would be located outside Maharashtra, and the state transmission utility (STU) of Maharashtra for plants located in Maharashtra. The bidder would be responsible for the operation and maintenance of the power station and supply of electricity. In case of supplier is a trading licensee, under the scope of work, electricity would be supplied from the Power Station, under the terms of the APP.

Technical Qualification

The bidder is expected to have technical capacity and experience of operating power generating station(s) of installed capacity equivalent to at least twice the capacity for which the bidder is willing to bid. Bidders would not be allowed to increase their capacity at the e-Reverse Auction Stage or L1 Matching round greater than the technical Capacity has been demonstrated in the tender.

Under the bidding process, the selected bidder would be required to pay to the Utility a sum of Rs 6,00, 000 plus applicable taxes prior to submission of the Application, as the cost of the bidding process. Under the tendering process, all the bidders would be able to participate in the e-Bidding events by making payment fees of 500 per MW per requisition for the total capacity sought by the Utility, for that particular requisition for which the bidder is willing to bid, to PFC Consulting Limited (PFCCL).
