MAHAGENCO Invites Bids To Select EPC Contractors For 65MW Solar Proj

Maharashtra State Power Generation (MAHAGENCO) recently released a tender inviting bids under two systems, technical/commercial and price bid. The MAHAGENCO seeks bidders to select EPC contractors for the design, engineering, supply, erection, testing, and commissioning of 65 MWAC capacity crystalline solar PV technology.

The project is located in a village in Lakhmapur, Taluka in Chandrapur District, Maharashtra. The tender mentioned, “The grid interactive plant with associated high-tech (HT) overhead transmission line / underground cable and all required electrical equipment. The project also involves the construction of bays up to the point of interconnection at 400/220kV Chandrapur – II substation including 5 years of operation and maintenance of solar power plant and evacuation system up to the point of interconnection on EPC basis at the village, Lakhmapur, Taluka: Chandrapur, Dist.- Chandrapur, Maharashtra, India.”

The tender mentioned, “The start date of acceptance of tender fee by MAHAGENCO & the last date for downloading the tender document to be from 12/06/2024, 12:00 Hrs. and last date for site visit is up to 26/06/2024, 17:00 Hrs. IST. The queries are to be accepted of queries/comments from bidders up to 27/06/2024, till 17:00 Hrs. IST.”

The pre-bid conference is to be held on 28/06/2024, at 11:30 Hrs. IST and the last date of acceptance of queries/comments from bidders is 01/07/2024, till 17:00 Hrs. IST In case of any query, the issue of the amended bid document can be addressed – Up to 15/07/2024, till 14:00 Hrs. IST

The last date of the online sale of the bid document is up till 29/07/2024, till 18:00 Hrs. IST and the last date for submission of online bids for techno-commercial and price bids is 30/07/2024, till 14:00 Hrs. IST.

The last date of submission of physical support is 30/07/2024, till 15:00 Hrs. IST and the due date for opening of techno-commercial bids – 30/07/2024, at 16:30 Hrs. IST The price bids open will be communicated later.

Vendor registration for each bidder is to be done through an online mode. The vendor registration fee is Rs. 5,000/- + 18% GST Extra i.e. Rs. 5900/- as applicable before the last date for registration mentioned in the notification of invitation of bids (NIT).

The vendor registration fee of Rs. 10,000 + 18% GST i.e., a total of Rs. 11,800/- inclusive of applicable GST is to be submitted on or before the last date of payment of tender fees through online mode.

The bid security payment is to be made by each bidder with an Earnest Money Deposit (EMD) of Rs. 65 Lakhs. The bid document is to be submitted along with the bid in the form of a bank guarantee as per

The bidder is expected to have technical experience, such as, the bidder is expected to have designed, supplying, erecting/supervising the erection and/supervising commissioning of ground-mounted solar photo Voltaic (SPV) grid-connected power plant(s). These plants of cumulative installed capacity of 26 MW and at least one plant should have of 10 MW capacity. The reference plant of 10 MW capacity must have been in successful operation for at least six (6) months before the date of the techno-commercial bid opening. OR b) The Bidder shall be a Developer of Solar Photo Voltaic (SPV) based ground mounted grid-connected power plant(s) of cumulative installed capacity of 26 MW and at least one plant should have been of 10 MW capacity. The reference plant of 10 MW capacity must have been in successful operation for at least six (6) months before the date of the techno-commercial bid opening.

Financial Criteria
The net worth of the tenderer/ bidder as of 31st March of the previous financial year shall be equal to or more than 16.25 Cr. The tenderer who does not satisfy the Net Worth criteria stipulated herein on its own would be required to furnish along with its Bid a letter or undertaking from their holding company pledging unconditional and irrecoverable financial support for execution of the contract by the tenderer in case of award provided that the Net Worth of such holding company as on 31st March of previous financial year should be at least equal to or more than paid up capital of the holding company.
The bidder is expected to have a turnover an average annual turnover during the preceding three consecutive financial years of the bidder /consortium of at least Rs. 149.2 8 crores.
