In its latest amendment to its Green Energy Open Access Regulations, the state nodal agency has proposed new changes accordingly. Earlier, KERC had allowed adjustment of banked off-peak energy with some charges. The state agency, in its latest proposal, said that due to grid security issues, it has planned to do away with the adjustment. It has asked the stakeholders concerned to respond to the new draft proposal within 30 days. No adjustment of off-peak hour banked power “The Commission in its Order dated 10.01.2024 has also notified the methodology of T.o.D settlement of banked energy and has allowed adjustment of energy banked during off-peak slot to peak slot by paying additional 2% banking charges. The Commission proposes not to allow adjustment of off-peak energy during peak hours, keeping in view the grid security issues. As such the Commission proposes to remove the adjustment of banked energy during peak slots by suitably inserting the relevant clause,” the KERC draft regulation said. On the other hand, the KERC also allowed open access benefits in the 15-minute time block too. “The Commission vide Order dated, 06.02.2024 has waived for LT consumers seeking OA the need for time differentiated measurement of parameters in the meter in 15-minute time blocks. As such suitable amendment is proposed to Regulation-15 (2),” the KERC draft regulations said. Calculation of charges The new proposed regulations also talked about the methodology for the computation charges under green energy open access. It said that the transmission charges will be calculated based on the total transmission system charges (TTSC) divided by the peak load served (PLS). Here, the Total Transmission System Charges (TTSC) for InSTS shall be the sum of the Annual Revenue Requirement (ARR) or Annual Service Charge of Transmission Licensee(s) approved or adopted by the Commission. The new proposed draft rule said that transmission charges for short-term green energy open access will be computed in Rs/unit. It will be charged on the actual energy transmitted.
