JSW, Tata, Avaada, Juniper Winners Of 1,650 MW MSEDCL Hybrid Bid MSEDCL Seek Bids To Setup 300 MW/600MWh BESS Pilot Projects

The Maharashtra State Electricity Distribution Company Limited (MSEDCL) has now announced the winners for its 1,650 MW wind-solar hybrid project tender. It awarded the project to four successful bidders, namely JSW Neo Energy (JSW Energy), Tata Power Renewable Energy, Avaada Energy, and Juniper Green Energy. With the conclusion of Maharashtra State Electricity Distribution Company Limited (MSEDCL) wind-solar hybrid power auction, Maharashtra is now set to see a fillip in its hybrid project portfolio.

The project was allocated at a quoted price of Rs 3.60/kWh. This was the rate quoted by all the successful bidders. However, MSEDCL allocated different capacities, for instance, it allocated 600 MW to JSW Neo Energy, which included 400 MW under the greenshoe option at the tariff rate of. Whereas, Tata Power secured 400 MW (200 MW plus 200 MW greenshoe). Avaada Energy and Juniper Green Energy won 500 MW and 150 MW. As per tender allotment, both these companies were also allotted projects under the greenshoe option. For instance, Avaada Energy secured a 13 MW project plus 487 MW under the greenshoe option, while Juniper Green received 75 MW plus another 75 MW greenshoe project.

As per the tender, the successful bidders are expected to set up Wind-Solar Hybrid Power Projects, including the transmission/distribution network up to the delivery point, at their own cost. These bidders are expected to seek all approvals, permits, and clearances required for setting up the project (including connectivity). Any approvals required from the government and local bodies shall be the responsibility of the successful bidder.

Further, to ensure the quality of wind turbines installed, only type-certified wind turbine models listed in the Revised List of Models and Manufacturers (RLMM), as published by MNRE from time to time and as of the date of project commissioning, shall be allowed for deployment. The bidders are expected to comply and as specified by MNRE from time to time, whichever is applicable.

The tender mandates the bidders to use solar modules and balance of systems, technology within PV technology, including crystalline silicon or thin film, with or without trackers (the trackers must meet the criteria outlined in or any better technology/specifications). The technology to be adopted is expected to be  be commercially established or in accordance with MNRE’s Approved Models and Manufacturers of Solar PV Modules (Requirements for Compulsory Registration) Order, 2019 (Implementation-Reg.) and its subsequent amendments and clarifications issued at least 30 days before the SCSD. The modules used in the projects under this RfS must be included in List-I under the above order, valid as of the date of invoicing of such modules.
