Jharkhand Invites Bids for Solar Plants in Tribal Villages Under PM-JANMAN Jharkhand Renewable Energy Development Agency (JREDA) has invited bids regarding designing, manufacturing, testing, supply, installation & commissioning of Solar Photo voltaic Mini/Micro Grid and Solar Standalone Systems of different capacities with distribution network including control room & connection to households along with five-year comprehensive maintenance contract (CMC) on Turnkey basis in different PVTG villages anywhere in the state under PM-JANMAN Scheme. According to the tender document, the estimated cost of the project is Rs 50,000 while the period of the contract is five years. The project needs to be finished within the stipulated time of four months. The earnest money required for the project is Rs 2 lakhs. A pre-bidding meeting will be held on February 16 to provide clarifications to the bidders before the commencement of the bid. While the bid has been opened from February 6, the last day for closing of the bid is March 4. Also, submission of the bid fee & EMD online via the SBI Payment Gateway of Jharkhand Tenders will have to be done by the same day. The tender document also outlines that to participate in the bidding process, bidders have to get a ‘Digital Signature Certificate (DSC)’ as per the Information Technology Act 2000 to participate in online bidding. This certificate will be required for digitally signing the bid. On commercial turf, the bidders are required to have an average annual financial turnover during the last 3 years of Rs 1.84 crore whereas MSE of Jharkhand should have an average annual financial turnover during the last 3 years of Rs 61.65 Lakhs. Individual bidders and MSEs are also required to have successfully completed similar works in any SNA / Govt. Organization / PSU during last 7 years ending last day of month previous. Bids shall remain valid for a period of 180 (One Hundred Eighty) days after the deadline date for bid submission specified in Clause 19 of ITB. A bid valid for a shorter period shall be rejected by the JREDA as non-responsive, read the tender document by JREDA. Moreover, the Bidder shall furnish, as part of the Bid, Rs 2 lakh Earnest Money, in the amount specified in the Notice Inviting Bid. The Earnest Money shall, at the Bidder’s option, be in the form of Bank Guarantee/Demand Draft/TDR/FDR of a scheduled commercial bank, issued in favour of the name given in the Notice Inviting Bid.
