J&K Discom Issues Tender To Expand Rooftop Solar Projects By Chitrika Grover/ Updated On Wed, Nov 20th, 2024 Highlights : The vendors are expected to submit their EOI by 15th December 2024 J&K Discom Seeks EoI To Expand Rooftop Solar Projects The Kashmir Power Distribution Corporation Limited (KPDCL) has released a tender seeking vendors to boost rooftop solar. KPDCL has issued the tender to expedite the growth of rooftop solar in the state. The bid seeks end-to-end solutions to develop rooftop solar projects in the state. The last date for tender submission is December 15, 2024. In order to expand Jammu and Kashmir (J&K) renewable energy capacity from 42.16 MW, KPDCL released a tender to seek EPC firms that can install such grid-connected rooftop solar projects. The bidders can do the site surveys too. The bidders could conduct a physical survey to assess the capacity of solar projects. Post-assessment, they can submit the survey report to the KPDCL. Provision for net-meters The tender has asked the vendors to provide net meters and facilitate their installation through JPDCL/KPDCL. In the case of smart meter installations, the vendor must assist the consumer/KPDCL in enabling the meter activation. To develop the project, the vendor is expected to use the latest edition of PV modules. The solar module efficiency should be a minimum of 19.5%, the tender said. The metering for the rooftop solar (RTS) photovoltaic (PV) system is expected to consist of a net meter to record import and export units and a generation meter to maintain records of the total generation of the plant. The installation of meters, including CTs and PTs, wherever applicable, would be carried out by the empaneled vendor as per the terms, conditions, and procedures laid down by the concerned SERC/JERC/KPDCL. Vendor experience The vendor must have experience in successfully completing works for the supply, installation, and commissioning of grid-connected/off-grid/hybrid solar photovoltaic power plants with a minimum installation quantity equivalent to 25 kWp (on-grid/hybrid/off-grid). The tender has asked the bidders to enclose completion certificates. The vendor should be a technically sound firm with at least one member having a background in electrical or electronics engineering or equivalent, and with a minimum of six months of experience in the solar field/business. The minimum SITC requirement is 25 kWp. However, empanelment will be subject to proper assessment by the KPDCL screening committee, whose decision in this regard will be final and binding. No additional charges, other than those specified as per the identified capacity below, would be levied. EoI Conditions Additionally, in the event of installation of a higher capacity Solar Roof Top of more than 3kW capacity or grid-tied hybrid inverters with battery backups, an additional amount on account of the cost of additional capacity or Batteries and differential cost between Grid-tied and Hybrid inverters will be payable by the consumer, on submission of proper receipts/bills by the vendor.
