JAKEDA Issues 175 MW Rooftop Solar Tender For Govt Buildings

The Jammu and Kashmir Energy Development Agency (JAKEDA) has issued a tender to select solar power developers for the construction of 175 MW grid-connected rooftop solar projects. These projects will be located on government buildings in the Union Territory (UT) of Jammu and Kashmir under the RESCO model. Bids are invited until February 28, 2025.

The JAKEDA tender mentioned, that the selected developer will be responsible for the installation, commissioning, and comprehensive operation and maintenance of the projects for 25 years. The tender tentatively lists 7,039 buildings across 12 departments of the UT Government. The final installed capacity will be determined after surveying the buildings and at the time of signing the Power Purchase Agreement (PPA) between the Solar Power Developer (SPD) and the UT Government Department.

The tender aims to install rooftop solar on government buildings across 12 departments, including:

• Industries & Commerce: 81 buildings with 3 MW.
• Skill Development Cluster: 50 buildings with 3 MW.
• Housing & Urban Development: 100 buildings with 2 MW.
• School Education Department: 2,582 buildings with 12 MW.
• Power Development: 12 buildings with 1.5 MW.
• Health & Medical Education Cluster: 900 buildings with 63 MW.
• Industries & Commerce Cluster: 131 buildings with 4 MW.
• Skill Development Cluster: 59 buildings with 4 MW.
• Housing & Urban Development Cluster: 145 buildings with 3 MW.
• School Education Cluster: 2,000 buildings with 8 MW.
• Power Development Cluster: 13 buildings with 1.5 MW.
• Health & Medical Education Cluster: 966 buildings with a cumulative 70 MW.

Scope Of Tender

The rooftop solar tender laid down, the Capacity Utilization Factor (CUF), mentioned, “The CUF of 13.5% maintained by the bidder across the UT of Jammu & Kashmir for all the buildings. Whereas, solar modules would have a warranted for a performance degradation of less than 3% for the first year of installation and below 1% per annum for the subsequent years.”

The JAKEDA tender schedule commissioning date for the projects, mentions, “For projects located in District Headquarters/ Major towns/ Urban areas, the Scheduled Commissioning Date (SCD) for the commissioning of the full capacity of the Project shall be the date as on 05 months from the Effective Date of the PPA. For rural areas projects, the SCD would the date as 07 months from the Effective Date of PPA.
