Union Minister of Road, Transport and Highway Nitin Gadkari recently shared data on the plans to substitute fossil fuel vehicles with Electric Vehicles (EVs) and also shared the number of EV two-wheelers, four-wheelers, goods transport vehicles and passenger vehicles plying on the roads, as on till date.

In a written reply to the parliament, the minister stated, “To facilitate the development of Motor Vehicles running on non-fossil fuels like CNG, Bio-CNG, LNG, EV, Biofuels, etc. the Ministry of Road Transport & Highways (MoRTH) has notified mass emission standards in respect of blends of ethanol with gasoline, flex-fuel, Biodiesel, Bio-CNG, Liquefied Natural Gas (LNG), blends of Methanol with gasoline, dual fuel, Hydrogen etc.

1.) As per the information available in the VAHAN centralized database of RC (registration Certificate), the details of the number of EV two-wheelers, four-wheelers, goods transport vehicles and passenger vehicles registered in India are as under: –

As per the shared data the top 5 categories of electric vehicles with the highest registration till 5th February 2024, among which the highest registration is two-wheeler electric vehicles with the highest registration of 18,49,813 this is followed by three-wheeler EV with 16,19,638 registrations, light motor vehicle with 1,40,008 registrations, light passenger vehicle with 19,653 registrations, two-wheeler vehicle with 11.807 vehicles registered. Whereas the total amount of EV registered in India stands at 36,68,544

2. The steps being taken by the Ministry of Road Transport and Highways to promote the adoption of Electric Vehicles (EVs) in the country are as under: –

(i) The Ministry of Road Transport and Highways vide G.S.R 749(E) dated 7th August 2018, has notified the registration mark for Battery Operated Vehicles (BOV) to be in yellow color on green background for the transport vehicles and, for all other cases, in White color on green background.

(ii) The Ministry of Road Transport and Highways, dated 18th October 2018, has also granted exemption to the Battery-Operated Transport Vehicles and Transport Vehicles running on Ethanol and Methanol fuels from the requirements of permit.

(iii) The Ministry of Road Transport and Highways, vide GSR 525(E) dated 2nd August 2021 has exempted Battery Operated Vehicles from the payment of fees to issue or renewal of registration certificates and assignment of new registration marks.

(iv) The Ministry of Road Transport and Highways has issued a notification vide GSR 302(E) dated 18th April 2023 to issue All India Tourist Permit for battery-operated vehicles without payment of any permit fee.

(v) The Ministry of Road Transport and Highways has notified GSR 167(E) dated 1st March 2019 for retro-fitment of hybrid electric system or electric kit to vehicles and their compliance standards shall be as per AIS 123.

(vi) The Ministry of Road Transport and Highways has issued an advisory dated 17th July 2019 to all States and Union Territories regarding incentivization of electric vehicles and induction of electric vehicles in shared mobility and public transport operations.

(vii) Ministry of Road Transport and Highways has issued an advisory dated 12th August 2020 to all States and Union Terretory (UTs) regarding the sale and registration of Electric Vehicles without batteries.
