IIT-Kharagpur Plans To Solarise Its Campus Through RESCO Mode The Solar Energy Corporation of India (SECI) has now issued a tender to solarise the campus of IIT-Kharagpur. The central tendering agency issued the tender on behalf of the institutions. The agency plans to develop the project under RESCO mode. SECI has issued a tender in this regard too. The last date to apply for the tender is December 3, 2024. The SECI tender said that through the tender, the agency has planned to add 4.12 MW of solar capacity under RESCO mode. This includes 2900 kW of rooftop projects, 1 MW of ground-mounted solar projects and 225 MW of solar projects with elevated structure capacity. The tender said that the maximum tariff to be quoted by the bidder for the project capacity of 4.124 MW will be Rs 4.9/kW (ceiling tariff). SECI said that the scope of work of the project will include obtaining No Objection Certificate (NOC) from the Distribution Company (DISCOM) for Grid connectivity. It also involves complete design, engineering, supply, storage, civil work, erection, testing & commissioning of the projects. SECI has also mandated developers to include Operation and Maintenance (O&M) of the Project for the term of the PPA. Operations and Maintenance (O&M) “The O&M of the Project may include wear, tear, overhauling, machine breakdown, insurance, and replacement of defective modules, invertors/ Power Conditioning Unit (PCU), spares, consumables & other parts for the PPA term, the SECI tender read. The tender said that the declared annual Capacity Utilisation Factor (CUF) should be a minimum of 15%. It also said that in case of a shortfall in generation, SECI will levy liquidated damages at 50% of the PPA tariff. SECI said that the Scheduled Commissioning Date (SCD) for the commissioning of the full capacity of the Project will be nine months from the date of signing of the Power Purchase Agreement (PPA). Commissioning time period “The maximum time period allowed for the commissioning of the full Project Capacity with applicable penalty shall be limited to the date as on 6 months from the SCD or the extended SCD (if applicable) (for e.g. if SCD of the Project is 07.12.2025, then the above deadline for Project commissioning shall be 07.05.2026),” the tender read. The tender said that solar modules to be used in these projects must be procured from the Approved List of Models and Manufacturers (ALMM) of the Ministry of New and Renewable Energy (MNRE).
