HPPCL Invites Bids To Set Up 13 MW Solar Project In Solan

Himachal Pradesh Power Corporation Limited (HPPCL) a state government public sector undertaking (PSU) released a tender to design, supply, construction, erection, testing, commissioning, operation, and maintenance of 12 MW solar power project. HPPCL tender invited online bids to set up the project at Gondpur Bulla, Una in Himachal Pradesh.

HPPCL tender includes a bid security with an Earnest Money Deposit (EMD) of 1.3 Crore. The cost of bidding/tender document(s) or the tender fee is Rs. 10,000 (inclusive of GST). The bidding start date and time of sale of bidding/tender document(s) is 20.06.2024 from 1400 Hrs. The last date and time for downloading the bidding/tender document(s) is 22.07.2024 up to 1300 Hrs.

The document placed the last date and time for bid submission to be 22.07.2024 up to 1400 Hrs. Whereas, the date and time of bid (Technical Bid) opening is 22.07.2024 at 1500 Hrs.

The HPPCL document said, “The bidder is expected to have financial capabilities which included a minimum average annual turnover of Rs. 32 crores from operations excluding other income, for the last three Financial Years i.e. FY 2021-22 to FY 2023-24.”

The bidder is also expected to demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash-flow requirement of Rs. 16 Crore.

The document mentioned, “The bidder is expected to have experience of participation as a contractor, Joint Venture partner, or Subcontractor, in at least one contract that has been satisfactorily and substantially completed within the last 10 years from the date of the deadline for bid submission years and that is similar to the proposed contract, where the value of the bidder’s participation exceeds 19 crores.”

The tender stated, “The bidder’s participation is based on a Solar PV Plant with a minimum capacity of 3.6 MW. Additionally, the participation as a contractor, joint venture partner, or Subcontractor, in at least two contracts that have been satisfactorily and substantially completed within the last ten years from the date of the deadline for bid submission and that are similar to the proposed contract, where the value of the Bidder’s participation under each contract exceeds Indian Rupee 12 Crore. The similarity of the Bidder’s participation shall be based on a Solar PV Plant of minimum capacity of 2.4 MW each.

The tender said, “For participation as a contractor, joint venture partner, or subcontractor, in at least three contracts. Those contractors that have satisfactorily and substantially completed within the last ten years from the date of the deadline for bid submission and that are similar to the proposed contract, where the value of the Bidder’s participation under each contract exceeds Indian Rupee 6 crore. The similarity of the Bidder’s participation shall be based on Solar PV Plants of minimum capacity of 1.2 MW each. They are also expected to have completed O&M of at least one (01) year in one (01) Solar PV Project of minimum capacity of 3 MW in the last 10 years.”
