Haryana Issues Norms To Award Entities Opting For Solar Power

The Haryana Renewable Energy Development Agency (HREDA) has now issued detailed guidelines to award institutions that use solar power or undertake energy efficiency measures to reduce carbon emissions. These awards have been planned for the industries and MSME sector having loads below 1 MW capacity and those above 1 MW capacity.

The department has also planned these awards for commercial buildings like shopping malls, plazas, hotels, hospitals, corporates, resorts and others, in addition to government buildings. 

The norms said that only those entities would be eligible for the awards who had complied with the state government directives for solar rooftop plants, energy audits, compliance with the Energy Conservation Building Code (ECBC) and others. The state had, in 2016, made solar rooftop plants mandatory for certain categories of buildings. It also mandated that buildings with more than 100 KW of connected load follow ECBC rules on energy efficiency. 

For the industries, HREDA allocated the highest priority to those entities who have made significant investments for saving on their power with the adoption of solar power or energy efficiency. It also has given equal importance to the frequency of detailed energy audits of the buildings. Similarly, for the buildings, the highest priority was given to energy savings due to the adoption of solar power and energy efficiency. 

Haryana has already notified its ECBC rules, which mandate increased usage of solar power or other renewable energy sources on buildings, besides other energy efficiency measures. HREDA said that the applicants can submit their applications for the same online. The rules mandate that applicants verify the relevant categories from a Bureau of Energy Efficiency (BEE) energy auditor. The Sub-Committee of HAREDA would verify the data and recommend it for state award nomination. 

“The applicants who have been given State Level Energy Conservation Award shall not be eligible to apply for award for next three years from year for which award is given except category 6. (e.g. the applicant who has been given award for 2017-18 can apply for the award in the year 2021-22 or thereafter),” the norms said.
