Haryana Government Issues 10 MW Grid-Connected Solar Plant Tender

Haryana Government has invited bids for the supply of 10.4 MWp of Grid-Connected Rooftop (GCRT) SPV Power Plants without a battery storage system or with LiFePO4 Battery Bank. 

The last date and time of submission of the tender is September 02, 2022, till 2:00 pm, and the bid will be opened on the same day at 2:30 pm.

The bidding process will be done in two groups and the bidder can bid for complete capacity under Group-A or Group-B or Both Group-A & Group-B. Bids for partial capacity of a single group will not be accepted. 

The scope of work for the selected bidders will include the 10.4 MWp of Grid Connected Rooftop (GCRT) SPV power plants without battery bank or with LiFePO4 Battery Bank from the prospective bidders for design, supply, erection, testing & commissioning including comprehensive maintenance for 5 years at various places in the State of Haryana, including supply of solar generation & bi-directional meters. 

Each interested bidder will have to pay Rs. 5000/- as a tender fee & will also have to pay Rs. 1000/- as a document processing fee amount. The awarded bidder will have to pay Rs. 2 lakhs as an earnest money deposit. The successful tenderer shall be required to deposit Performance Security Deposit as per provisions contained in Govt. of Haryana G.O. No. 2/2/2016- 4IBII(2) dated 20.10.2016.

• Haryana Based Micro and Small Enterprises (MSEs): 0.2% of the value of the contract.
• Haryana-Based Other firms/enterprises: 2% of the value of the contract
• Other States/ Uts based firms: @5% of the value of the contract

 Eligibility Criteria For Bidders

Experience and Past Performance of having completed similar projects completed during the period from 01.04.2018 till the last date of submission of the tender verified by SNA or any Government Agency. 

For Group-A: the bidder should have the experience of installing of minimum 3.36 MW grid-connected solar power plants (with/without battery bank). 

For Group B: the bidder should have the experience of installing of minimum 0.80 MW grid-connected solar power plants (with/without battery bank). 

If the bidder bids for both the groups (Group-A & Group-B), the bidder should have the experience of installing a minimum of 4.16 MW grid-connected solar power plants (with/without a battery bank). 

The bidder should have a minimum average annual turnover in the last three years, ending 31st March 2022 as detailed below: 

If bidder bids for Group A only: Rs. 10.08 Crore 

If bidder bids for Group B only: Rs. 4.80 Crore

If bidder bids for both Group A and Group-B: Rs. 14.88 Crore 

The bidder should have a positive net worth in the last three Financial Years also.
