GUVNL Seeks Outside Expertise For Its Pumped Storage Project Tenders

GUVNL Looks to Procure 500 MW Hybrid Renewable Energy with 500 MW

Gujarat Urja Vikas Nigam Limited (GUVNL) has issued a tender for the selection of consultant for
preparation of tender documents for selection of project developers through competitive bidding process for development of Pumped Storage Plant (PSPs) on “Build Own & Operate” or “ Build Own Operate & Transfer” basis and for assisting GUVNL to carry out the bidding process for selection of project developers.

The Earnest Money Deposit (EMD) INR. 50,000.

The tender last date for submission online is October 7, 2023. The last date for the submission of technical bid is October 7, 2023.

Scope of Work

The consultant engaged will be required to provide services across the following areas:
a) Preparation of tender documents for selection of project developers through competitive bidding process for procurement of energy storage capacity on long term basis from Pump Storage Plant (PSPs) on “Build Own & Operate” or “ Build Own Operate & Transfer” basis and all other related activities.
b) Making presentations before bid evaluation committee / Government of Gujarat / Hon’ble appropriate commission/ senior management of GUVNL as and when required and assisting GUVNL in taking approval of bidding documents viz. RfS and Pump Hydro Storage Purchase Agreement (PHSPA) from appropriate commission.
c) The interim / draft as well as final RfS and PHSPA shall be submitted by consultant in one hard copy & a soft copy and any modification / suggestion by GUVNL shall have to be complied by the Appointed
Consultant.                                                                                                                                               d) d) Assisting GUVNL to float tender for selection of project developers through competitive bidding process for procurement of energy storage capacity on long term basis from Pump Storage Plant (PSPs) on “Build Own & Operate” or “ Build Own Operate & Transfer” basis and all other related activities. The competitive bidding will be conducted through electronically facilitated online web based portal followed by e-reverse auction.

The Government of India notification dated 10th April 2023 has announced the guidelines to promote the development of Pump Storage Plant (PSP) in the country. Gujarat has substantial potential available for development of solar, wind and other renewable resources. GUVNL desires to become frontrunner not only in the development of pumped storage projects in the State of Gujarat but also seeks to explore opportunities for procurement of Pump Storage Capacities outside the State of Gujarat so as to optimize overall power purchase cost from various RE and Non-RE sources.

Recently, Gujarat Urja Vikas Nigam Limited (GUVNL) got approval for short-term procurement from conventional energy sources to counter the peak demands between September to December this year.
