GUVNL Invites Bids for 400 MW/800 MWh BESS Project with Greenshoe Option In a bid to deploy battery energy storage systems (BESS) in Gujarat, GUVNL recently released a tender inviting bids to establish 400 MW/800 MWh standalone battery energy storage systems, with an additional greenshoe option of 400 MW/800 MWh in Gujarat under tariff-based global competitive bidding (Phase-IV). The tender set 16th October as the last date for bid submission. As per the tender, bidders are required to set up a battery energy storage system (BESS), with the primary objective of making the energy storage facility available to GUVNL for charging/discharging the BESS on an “on-demand” basis. The tender document also stated, “The BESS shall be charged by drawing power from GETCO and injecting power into the GETCO network following the dispatch instructions issued by SLDC in consultation with GUVNL. GUVNL will provide the required power for charging BESS, considering minimum system efficiency under the agreement.”The tender document mentioned that the total capacity offered and the project for selection of BESS projects is for a total capacity of 800 MWh. The tender further specified, “The minimum bid size shall be 100 MWh, i.e., 50 MW x 2 hours, and in multiples of 50 MW/100 MWh. For every 100 MW/200 MWh BESS project, only 11,000 sq. m of land will be allotted to the BESSD.” The GUVNL tender mentioned that 400 MW/800 MWh capacity is to be set up. To develop is project, GUVNL tender mentioned, and additionally, the land is to be provided on a right-of-use basis by GETCO to the developer at an annual lease charge of Rs 1 per plot per year. The tender added, “The L1 bidder, as discovered after the e-Reverse Auction, shall have the first right, followed by other bidders based on ranking, to select a location for its allocated project from the multiple locations offered in the RfS.” Regarding the project location, the tender clarified, “The total project capacity of 400 MW/800 MWh is to be located in the vicinity of substations of the STU network in the state of Gujarat. Land identification and allocation for the projects will be under the scope of GETCO, i.e., the transmission licensee owning the identified substation.” MSEDCL Seeks Bids To Setup 300 MW/600MWh BESS Pilot Projects Also Read Additionally, regarding the availability of land, the tender mentioned, “Land will be provided on a right-of-use basis to the BESSD at an annual lease charge of Rs 1 per plot per year through a suitable agreement with GETCO, and the same shall be facilitated by GUVNL. The above land area will be given to the BESSD for Right of Use (ROU) within 60 days from the Effective Date of the BESPA.
