GUVNL recently issued a 250 MW grid-connected wind power project tender to be set up anywhere in India (Phase IX). The project also offers an additional ‘Greenshoe Option’ of up to 250 MW. It’s inviting bids up till February 11, 2025.

The successful bidder under this arrangement can also consider entering into a Power Purchase Agreement (PPA) under the greenshoe option with an extended capacity. The tender added, “The successful bidder(s) would be required to make submissions within 10 days from the conclusion of the reverse auction. The successful bidders willing to execute PPA with GUVNL at the L1 rate would have to confirm within 10 days from the conclusion of the e-Reverse auction.”

GUVNL wind project tender mentioned, “The bidder would be allocated a minimum capacity of 10 MW for the intra-state project and a minimum 50 MW capacity for inter-state projects. The maximum eligible bid capacity for bidding is the tender capacity i.e. 250 MW for both ISTS and InSTS connected projects.

Connecting To The Grid 

GUVNL’s wind energy tender mentioned, “The renewable energy (RE) generating station would be capable of supplying dynamically varying reactive power support to maintain power factor within the limits of 0.95 lagging to 0.95 leading. The dynamically varying reactive support is necessary during transient conditions such as Low Voltage Ride Through (LVRT) or High Voltage Ride Through (HVRT). The fixed capacitor banks can provide reactive support only during a steady state and also the support is delivered in steps after a time delay.”

It added, “Hence, dynamically varying reactive support could be met either by the installation of additional or higher capacity Inverters or by providing power apparatus like STATCOM, SVC, Synchronous condenser, etc.”

Power Generation by Successful Bidder

As per the criterion laid down by GUVNL’s wind tender, “The successful bidder can declare the annual CUF of their Project at the time of signing of PPA which can be revised once within first three years of CSD. The declared annual CUF can in no case be less than 22%. The bidders have to maintain generation to achieve annual CUF within + 20% and -20% of the declared CUF during the PPA duration of 25 years.”

The tender mentioned, “The successful Bidder may also sell the power which was offered on a day-ahead basis to the GUVNL within the limit of +20% of declared CUF, but not scheduled by the GUVNL, to any third party or power exchange without requiring NOC from the GUVNL.”
