GUVNL Invites Bids For Power Procurement From Khavda Solar Park

GUVNL Invites Bids For 1125 MW GSECL’s RE Park At Khavda, Gujarat

Gujarat Urja Vikas Nigam Limited (GUVNL) has invited bids for the procurement of renewable power through a competitive bidding process (followed by an e-reverse auction) from its 1,125 MW grid-connected solar photovoltaic power projects to be set up in Gujarat State Electricity Corporation Limited (GSECL) renewable energy (RE) Park at Khavda (GSECL Stage-3). The project has been planned without energy storage.  

The tender document reads, “This project will be set up without energy storage through RfS No. GUVNL / 1125 MW / Khavda / Solar (Phase XXIII) dated 29.01.2024.”

The tender stated, “For pre-bid conference / clarification, the bidders interested to participate in the pre-bid meeting are required to get themselves registered on or before 01.02.2024. The pre-bid meeting would be scheduled on 02.02.2024 at 11:30 Hrs through video conferencing. GUVNL will forward the link of video conferencing to registered bidders on the email address registered with GUVNL prior to pre-bid meeting. ” 

The tender reads, “The project upfront Development charges are Rs.25,20,537.38/- per MW (One time) exclusive of all taxes & Duties. The bid deadline is 15.02.2024: 5:00 PM for online submission and for offline submission its deadline is 17.02.2024 till 5:00 PM”

The technical bid opening is at 19.02.2024, 11:30 AM and the Financial Bid Opening and Reverse e- auction is at 23.02.2024 11:30 AM. This is followed by e- Reverse Auction Process. Intimation of e-Reverse Auction that will be conveyed to eligible bidders on e-bidding portal.  

The tender placed the Operations and Maintenance (O&M) charges for the project at Rs.2,58,706/- per MW per annum exclusive of all taxes & Duties with increment of 3% every year. For the water charges, the document stated, “Water charges to be recovered based on actual cost after adjusting the cost of O&M of water infrastructure already included in O&M charges.”

The tender document mentioned that the land charges for the project is placed at “An amount of Rs.18,605.85/ Hectare / Year (For the year 2023-24) with an increment of 15% every 3 Years.” The Payment Schedule of UDC & Payment Guarantee and the Payment Guarantee towards O&M Charges for the project is to be issued as per provisions of ISA.

The document also stated, “The taxes, duties, levies, Rupantarkar etc & other charges are to be levied extra, as applicable, on various expenditure heads & as per provisions of ISA”. The Local Area Development Charges are also applicable As per provisions of ISA. The last date of bid submission is 15.02.2024.
