Gulbarga Electricity Supply Company Limited (GESCOM) has invited bids for the empanelment of vendors for the development of 3MWp rooftop solar plants in residential buildings under Phase-II Scheme of MNRE in Karnataka. Key dates of the tender are as below: Last date for submission of queries : 02.05.2022 @ 11.00 Hrs. Pre-Bid meeting : 04.05.2022 @ 11.00 Hrs. Last date for submission of Bid : 11.05.2022 @ 17.00 Hrs. Opening of Techno-Commercial Bid : 13.05.2022 @ 11.00 Hrs. Opening of Price Bid : 16.05.2022 @ 11.00 Hrs. The full scope of the project is defined in the tender document as follows: Design, Supply, Installation, Testing & Commissioning of Solar RTPV Grid Connected Power Plants aggregating 3MWp on the Roof-tops of Residential/ RHS/RWA Buildings under Phase-II Scheme of MNRE in GESCOM jurisdictions (Covering 7 Districts i.e. Bidar, Kalaburagi, Yadgir, Raichur, Koppal, Ballari & Vijayanagara) including Annual Maintenance Contract for a period of 05 years- under “SOURA GRUHA YOJANE (SGY)”. The bidding process under this Rooftop scheme is for 03 MWp comprising of CAPEX Model. Other key details of the tender are as follows: Validity of Bid: Validity of bid shall be minimum 06 months from the date of techno-commercial bid opening date. Period/Duration of Empanelment / Validity of Price: 15 months from the date of issuance of Letter of Intent/Allocation (LOI/LOA) including monsoon period or valid upto 19.01.2024 whichever is earlier. Annual Maintenance Period: 05 years from the Date of Commissioning of all allotted capacity or total No. of applications received by bidder within contract period. EMD: EMD = Rs.554x300kWp = Rs.1,66,200/- shall be paid in e-procurement portal only. Bid Process: Two Part (Techno-Commercial Bid & Price Bid) on https://eproc.karnataka.gov.in. Qualification requirements for eligible vendors are as below: TECHNICAL CRITERIA: For General Bidders: The lead Bidder or JV Partner shall have successfully completed the works of ON-Grid connected Solar Roof Top PV projects atleast Minimum of 240kWp of Cumulative during preceding Five Financial Years (i.e. FY 2016-17, 2017-18, 2018-19, 2019-20 & 2020-21). The works shall be carried out in any DISCOMs /State/ Central Government/ Public Sector undertakings/ Private Sector. OR For MSMEs(Both Karnataka State & other States registered MSME of India): The lead Bidder or JV Partner shall have successfully completed the works of ON-Grid connected Solar Roof Top PV projects atleast Minimum of 120kWp of Cumulative during preceding Five Financial Years (i.e. FY 2016-17, 2017-18, 2018-19, 2019-20 & 2020-21). The works shall be carried out in any DISCOMs /State/ Central Government/ Public Sector undertakings/ Private Sector. OR Vendors registered with DIPP under Renewable Energy sector only in line with Office Order of Department for Industrial Policy & Promotions issued vide no. 12 (11)/2017-SI dated 22.06.2017 are exempted from the technical eligibility requirements. FINANCIAL CRITERIA: Turnover: For General Bidders: The Minimum Average Annual Turnover (MAAT) of the lead Bidder shall not be less than 100% of the Amount put to tender during preceding Three Financial Years FY 2018-19, 2019-20 & 2020-21. (i.e. ₹.140.00Lakhs). For MSMEs (Other than Karnataka State) : The Minimum Average Annual Turnover (MAAT) of the lead Bidder shall not be less than 50% of the Amount put to tender i.e.₹.70.00Lakhs during preceding Three Financial Years FY 2018-19, 2019-20 & 2020-21. Liquid Assets: For General Bidders: The Liquid assets of the lead Bidder shall not be older than three months from the date of submission of bid consisting of cash at bank + term deposits + availability of credit facility issued by any Nationalized/ Scheduled Indian Bank (enjoying credit facility) shall not be less than 25% of the amount put to the tender (i.e. ₹.35.00Lakhs). For MSMEs (Other than Karnataka State): The Liquid assets of the lead Bidder shall not be older than three months from the date of submission of bid consisting of cash at bank + term deposits + availability of credit facility issued by any Nationalized/ Scheduled Indian Bank (enjoying credit facility) shall not be less than ₹.17.50Lakhs.
