GEDA Release Tender For 30 MW Rooftop Solar Project At Gov Buildings

Goa Energy Development Authority (GEDA) released a tender for 30 MW solar power project at (AC) rooftop solar PV plant on RESCO model at identified government buildings. The tender was released for the design, engineering, procurement and supply, erection, testing, commissioning and comprehensive operation and maintenance of the project for 25 years.

The tender stated, “The bidders are required to quote below the estimated tariff (i.e. Rs. Per kWh – 4.03 (Ph-I)/3.95 (Ph-II). The discovered tariff is to be paid by Goa Electricity Department (GED), Government of Goa and out of the discovered tariff 5 paisa per kWh will be the facilitation fees of GEDA which will be paid by the successful bidder to GEDA for the entire project contract period as per the PPA signed with GEDA and the successful bidder.”

The tender adds that the scope of the work would essentially cover, but not limited to identification and site survey of roof tops, site visit, solar potential assessment, finalization of feasibility report for identified locations, design, engineering, manufacture, supply, storage, civil work, erection, testing, commissioning, submission of project proposals and quality control of the rooftop solar PV Project including Operation and Maintenance (O & M) of the project for a period of 25 years after commissioning of project.
The successful bidder has to generate minimum electricity from the solar power plant of 1400kWh per kWp. Bidder(s) may also come up with their suitable/ feasible potential roof top proposals for existing Government Buildings as mentioned in the RFP or new identified government buildings.

As part of its e-Bid, the security/ EMD of ₹50,000,00.00 is to be paid.

The Performance Bank Guarantee amount is to be furnished by successful bidder after issuance of LOA by GEDA 20,00,000.00 per MWp. The pre-bid meeting at GEDA Office – is to be held on 26th March 2024 at 11: 00 Hrs and the amount is to be paid the EMD/Bid bond details.”

The tender added, “The e-Bid submission start date and time is 15th April 2024 at 10:00 Hrs and the e-bid submission end date and time is 26th April 2024 at 17:00 Hrs.”

The online technical e-Bid opening date and time is 29th April 2024 at 11: 00 Hrs. 
The venue of opening of technical and financial e-Bids is to be held at GEDA Office. The period of agreement and work is 12 months from date of issuance of LOA. The start date and time for sale of tender document is 15th April 2024 at 11:00 Hrs. Whereas the last date and time of uploading of e-tender is 26th April 2024 at 17:00 Hrs. The pre meeting at GEDA office is 26th Mach 2024 at 11:00 Hrs.

The submission date and time of opening of e-tender for technical bid is 29th April 2024 at 11:00 Hrs. Whereas, the date and time for opening of e-tender for financial bid is to be intimated later.
