GAIL Seeks Bids to Appoint Consultants for Renewable Plants in Odisha

Gas Authority of India Limited (GAIL) has invited bids for the appointment of consultant(s) for a year-long detailed feasibility study regarding the setting up of a greenfield solar plant and a green hydrogen and/or ammonia plant in Odisha. Bid submission deadline is 1:00 PM on February 18, 2022.

As per the scope of work specified in the tender document, the consultant(s) will be required to prepare a demand assessment cum techno-economic report/ detailed feasibility report (DFR) for setting up the economic scale of the project based on the demand and supply assessment of green hydrogen and ammonia in Odisha and neighbouring Indian states.

The consultant(s) will also assess the potential for exporting green hydrogen and ammonia to other countries based on a desktop study. Additionally, the consultant(s) will provide projected demand and supply forecast for the next 15 years.

In order successfully submit bids, applicants must fulfil the following eligibility criteria set by GAIL:

Financial Criteria: 

• The minimum annual turnover of the bidder as per the audited annual financial statement in any one of the three preceding financial years shall be INR 95,58,000.

Technical Criteria: 

• The bidder must have completed at least one Feasibility Study or Techno-economic study in the preceding 5 years reckoned from the bid due date for “Setting up of Solar PV Plant of capacity at least 50 MegaWatt (MW)”
• The bidder must have completed at least one Feasibility Study or Techno-economic study in the preceding 5 years reckoned from the bid due date for “Setting up Ammonia plant of capacity at least 200 Metric Tonnes Per Day (MTPD)”
• The bidder must have completed at least one technical study on “Setting up Green Hydrogen plant (Electrolysis based) in the preceding 5 years reckoned from the bid due date”
