Empanelment of Vendors for Implementation of Ph-II Rooftop Solar Scheme in Odisha

OREDA has issued an RFP for the empanelment of vendors for implementation of Phase – II of the center’s Rooftop Solar Program in Odisha.

The Odisha Renewable Energy Development Agency (OREDA) has issued a new Request for Proposal (RFP), inviting bids from eligible firms for the empanelment of vendors for implementation of Phase – II of the center’s Rooftop Solar Program in Odisha.

The key objectives of the Program are:

1. To promote grid-connected RTS in Odisha;

2. To bring Discoms at the forefront as key drivers for rapid deployment of RTS;

3. To create awareness, capacity building, human resource development, etc.

4. To promote sustainable business models;

5. To promote domestic manufacturing of solar photovoltaic modules.

The last date for bid submission is September 22, 2020, and the techno-commercial bids will be opened on the same date. The due date and time for the opening of online price bids, applicable only for the bidders whose technical bids shall be responsive, will be intimated later. A pre-bid meeting has been scheduled for September 11, 2020, to address the concerns raised by prospective bidders.

As per the RfP, the empanelment of vendors under the program shall be done separately for each of the following packages, which constitute selected towns under the four Discoms service areas. A bidder can bid for one or more of the following packages:

The empanelment order shall mention the discovered price and the package(s) under which the vendor is successful. The discovered price shall remain valid until the expiry of the empanelment period.

A vendor shall be selected for project implementation once a consumer signs an agreement authorising it for project implementation. The Consumer will have the option to choose one of the vendors under any of the packages for project implementation through an online process.

The scope of work for the empaneled vendors will include (not limited to) the design and engineering of the rooftop solar plant as per the technical specifications. And will also be responsible for carrying out the installation of all equipment as per the design, SLDs, etc. approved by OREDA.

The overall scope is allocated into two categories of the bidders:

Category A: Any Bidder who meets all qualification requirements (RfP) can participate under category A.

Category B: The Bidders who are local MSME, and meets all other qualification requirements, except a few technical and financial ones. (A fifth o the program capacity is specifically reserved under this category)

 

To be eligible, the bidder must be in possession of the valid test certificates of solar photovoltaic modules, inverters from MNRE/ BIS/ NABL authorised test laboratories only.

And the bidder must have the experience of commissioning rooftop solar photovoltaic projects for a cumulative capacity of 200 kWp (Category A) in the last five years. And in the same category, the bidders must have an aggregate average annual turnover of not less than Rs 1 crore in the last three financial years.
