Draft Haryana Green Hydrogen Policy Aims To Bring Gender Parity A new notification by the Haryana government’s new and renewable energy department aims at bringing gender parity through its new policy “Haryana Green Hydrogen Draft Policy 2024” which came into effect on 15th February 2024 as per the official gazette. The notification mentioned, “The nodal agency is expected to support women’s participation in educational courses and training for the green hydrogen ecosystem through ITIs/diploma institutes/engineering colleges/skill development centers and provide fiscal incentives.” It’s also expected to act as a facilitator for the development of green hydrogen and derivatives projects by women, cooperative societies, and socially marginalized communities. The nodal agency’s role is to evaluate funding and incentives for such projects. Its role is also defined as facilitating the re-skilling of workers currently employed in the existing fossil-fuel-based industries to bridge the skill gap and create a better employable workforce. Create Awareness The notification mentioned, “The nodal Agency is also expected to develop a public awareness program on the production, storage, transportation, and consumption of green hydrogen and its derivatives through relevant state authorities, academia, and research institutes. The Haryana State Hydrogen Advisory Committee (HSHAC) was constituted for ease of implementation of the “Haryana Green Hydrogen Policy – 2024” by the Haryana government.” The government revised the policy to extend the benefits of green hydrogen and its derivatives projects within the state to those procuring Renewable Energy (RES) from the third-party RES. It applies to those under open access routes, within the state, from co-located or differently located RES. Captive RES plant deployment, within the state or outside the state, under a co-located or differently located within the state.” The notification stated, “Haryana New & Renewable Energy Department to form a new task force “Haryana Green Hydrogen Planning Committee (HGHPC)” under the New and Renewable Energy Department of Haryana. The project facilitation fee for the project developers setting up projects within the state is INR 10,000 per MW of electrolyzer capacity. This is to be paid as a one-time facilitation fee to HGHPC. As per the set procedure, the eligible project developer is expected to submit a request for approval of green hydrogen and its derivatives projects along with the tagged Renewable Energy projects to HGHPC for exemption and benefits under this policy.” Electrolysis & Equipment Manufacturing It defined HAREDA’s role as a facilitator, and its role was to give permits, approvals, consent, etc. related to various departments of the state government for Green Hydrogen. It defined other derivatives along with the associated renewable energy projects through a single window facility. The notification mentioned, “HAREDA is required to streamline the import of rare earth materials required for Green Hydrogen supply chain equipment. It’s expected to facilitate allocation of land in Haryana Infrastructure and Industrial Development Corporation (HSIIDC) areas to set up manufacturing zone for Green Hydrogen supply chain equipment, Renewable Energy plant & equipment, and other associated components.” The notification mentioned, “HAREDA is expected to facilitate the formulation of guidelines for allocation of land from such land bank to the prospective manufacturers. HAREDA notified that it is expected to facilitate the development of common infrastructure (roads, electricity, water, etc.) in such manufacturing zones through relevant State authorities. The notification mentioned HAREDA’s role in facilitating in obtaining time-bound statutory clearances for setting up of manufacturing units through relevant State authorities.” Its role included facilitating environmental and forest clearance on priority for pumped hydro storage projects linked to Green Hydrogen and its derivatives projects. To facilitate the creation of a skilled workforce to support the development of the Green Hydrogen ecosystem in the State. The notification mentioned giving subsidies to electrolyzer and equipment manufacturers for the creation of manufacturing hubs. It was given a 100% exemption from electricity duty for 10 years from the date of commissioning of Green Hydrogen supply chain equipment.
