Dakshin Haryana Bijli Vitran Nigam Limited (DHBVN) has issued a tender inviting walk-in applications on ‘First Come First Serve Basis’ for setting up decentralised grid-connected ground/ stilt solar PV power plants with a total capacity of 28.35 MW under Component-A of PM KUSUM scheme. The tender invites farmers, panchayats, co-operatives, Farmer Producer Organisations (FPO), and Water User Associations (WUA) to set up the solar plants that will be connected to respective sub-stations of rural areas notified by DHBVN.

According to the bid document by DHBVN, solar power plants may be developed, preferably by individual farmers, utilising their barren/uncultivable/pasture /marshy land. Agricultural land is also permitted under the scheme provided that solar plants are installed in a stilt fashion. Eventually, the tender demands that individual capacity 500 Kw to 2 MW PV solar power plants will have to be set up under this scheme which will be connected to 38/11 KV, 66/11 KV, and 132 KV substations. The land requirement for setting up a solar power plant shall be 4 acres per MW. The Solar Power Plants will be installed preferably within a 5 km radius of respective substations, read the bid document.

Further, the solar power generated by the plant shall be purchased by the Haryana Power Purchase Centre (HPPC) at the pre-fixed levelised tariff of Rs.3.11/kWh. The applicants will be required to pay Rs 1 lakh/MW as an earnest money deposit (EMD). The last date to apply is March 27.

As far as eligibility criteria are concerned, farmers/groups of farmers/ cooperatives/ panchayats/ Farmer Producer Organisations/Water User Associations that have their land or have a land lease agreement shall be eligible for participating under this scheme and will be treated as Solar Power Generators (SPG), stated the tender by DHBVN. Shortlisting will be done on a First Come First Serve Basis whereas the applicants, who have been issued LoA against the earlier EoI for PM KUSUM component A scheme, will not be eligible to apply under this Walk-in process.

The financial eligibility, as mentioned in the document, specifies that the applicant must submit proof of sufficient funds for setting up the solar power plant. Considering 4 Crores per MW to be the cost for installation of the Solar Power Plant, the applicant will have to show details of proportionate funds for at least 30 percent of the cost of the capacity applied. In the case of the developer, the net worth of the developer for the financial year ended on 31.O3.2O23 should not be less than Rs. 1 Crore per MW (of the capacity applied).
