Department of Defence Production Tenders for 130 kW Rooftop Solar Plant

Department of Defence Production has issued a tender for the installation of a 130 kW rooftop solar plant at its Metal and Steel Factory in Ishapore

The Department of Defence Production, Ministry of Defence, has issued a tender for the installation fo a 130 kW RCC rooftop solar PV power plant at its Metal and Steel Factory (MSF) Ishapore, Kolkata.

The scope of work for the selected bidders will include the design, manufacture, supply, civil foundation works, erection and commissioning of the rooftop solar plants along with accessories, tooling and spares, on turnkey basis. The developers will have a period of 180 days from the date of issuance of the letter of award to complete the work on the project.

The last date for bid submission is September 26, 2019, and the techno-commercial bids will be opened on the next date i.e. September 27, 2019. All bidders must submit an Earnest Money Deposit of Rs 1.89 lakh along with their bids.

After completion of successful erection by the supplier, the equipment shall be put under trial run without and with load for commissioning. The equipment will be put to on-load trial run and observed in respect of the Performance Guarantee Parameters.

The project developers will also have to sign a 5-year annual maintenance contract (AMC) for providing maintenance services for the solar power plant at the MSF. The solar modules and other materials used in the project should also be covered under a 5-year warranty from the date of final acceptance.

Additionally, as per the tender, the manufacturer should warrant the output of Solar Module(s) for at least 90 percent of the rated power after initial 10 years & 80 percent of its rated power after 25 years from the date of commissioning at site.

To be eligible, the tenderer shall submit a detailed statement of similar plants/machines built by them during the last 5 financial years. And must also submit financial documents like balance sheet, profit and loss accounts, income tax return, average annual turnover etc. during the last 3 years for review.
