Photo by-Freepik The Delhi government has now notified its Delhi Motor Aggregator Policy which mandates time-bound electrification of commercial vehicles. These rules apply to commercial vehicle aggregators offering two-wheelers, three-wheelers, and four-wheelers and delivery partners. The scheme is titled ‘Delhi Motor Aggregatory and Delivery Service Provider Scheme’. The notified scheme has made a trajectory of different segments of vehicles and their time-bound electrification targets; for example, the vehicle mandates 100% electrification of two-wheelers within six months of the notification. Meanwhile, the Delhi Motor Aggregatory policy mandated 10 percent electrification of three-wheelers and five percent electrification of four-wheelers during the period. Moreover, the policy mandates complete electrification of all categories of commercial vehicles in the next five years, i.e., by 2028. The policy also talked about special provisions on bike taxis, retrofitting and qualification of slow electric bikes. Under the Delhi Motor Aggregatory policy, the government has made such licences valid for five years with its conditions. “Only electric vehicles that have been duly registered within the jurisdiction of the National Capital Territory (NCT) of Delhi shall be considered in the calculation for checking compliance against target adoption of EVs in the new fleet. Vehicles that have undergone retrofitting procedures carried out by authorized centers shall also be considered in the calculation for checking compliance against target adoption of EVs in new fleet,” the Delhi Motor Aggregatory policy said. It also added, “The Aggregator shall be allowed to operate bike taxi (two-wheeler taxi) services, provided that any vehicle being on-boarded as part of the fleet from the date of commencement of this scheme shall be Electric Vehicles only (low-speed EVs shall not be allowed). In such cases, the vehicle and driver of a two-wheeler taxi would be required to have compliance as mandated in Central Motor Vehicles Act (CMVA), Central Motor Vehicles Rules (CMVR), & Delhi Motor Vehicles Rules( DMVR).” The Delhi Motor Aggregatory policy has also provided a specific electrification trajectory for delivery service providers. The policy mandates a 10 percent electrification target for two and three-wheelers in the initial six months and a five percent target for four-wheelers for transporting goods. The policy batted for mandating 100 percent electrification of their fleets in the next five years.
