CREDA Revises 20 MW Rooftop Solar Tender Schedule for Chhattisgarh By Manu Tayal/ Updated On Mon, Jun 15th, 2020 State nodal agency Chhattisgarh State Renewable Energy Development Agency (CREDA) has revised the schedule for its 20 MWp tender for grid-connected rooftop solar photovoltaic (PV) systems under the Resco model. The move came in the wake of novel coronavirus (Covid-19) restrictions and precautionary measures and requests from bidders. As per the revised schedule, interested bidders can submit the technical bids starting from July 06, 2020, at 11:00 a.m. till 3:00 p.m. at CREDA head office Raipur. Then, the bids submitted will be opened on the same day between 3:30 p.m. and 5:00 p.m. However, the e-price bid can be submitted from June 01, 2020, from 5:00 p.m. till July 06, 2020, at 3:00 p.m. While, the e-price bid is scheduled to be opened on July 13, 2020, between 3:00 p.m. and 5:00 p.m. at CREDA head office Raipur. Earlier in March this year, CREDA had issued a tender for the implementation of 20 MWp grid-connected rooftop solar PV systems under the Resco model. Under this tender, solar power generated via such projects will be utilized for government buildings at different locations in the state. According to the Chhattisgarh State Electricity Regulatory Commission (CSERC) (grid interactive distributed renewable energy sources) Regulations, 2019, consumers can set up a solar energy project (Renewable energy system) under net metering, directly or via Resco model i.e. the generated solar power will be utilized for captive application and the surplus power will be injected into the grid, subject to fulfilment of all the technical requirements. It’s objective is to fulfil renewable purchase obligation (RPO) via procurement of solar power by the distribution licensee and proliferates the solar rooftop projects in Chhattisgarh. As per the tender details, the grid-connected projects may be either one or combination of – grid-connected net-metered systems; and grid-connected systems for consumption within premises in line with the CSERC Regulation 2019. The scope of work includes design, engineering, supply, installation, testing and commissioning along with comprehensive operation & maintenance (O&M) for 25 operational years of grid-connected rooftop solar PV projects. Further, the levellised tariff quoted by the bidders for 25 years considering rate will not exceed Rs 4.00/- per unit for government buildings, the document added.
