CIL Issues Tender For 1 GW Solar Project At Rajasthan Solar Park Coal India Invites Bids For 70 MW Solar Plant At Madhya Pradesh

Coal India Ltd (CIL) has floated a tender to develop a 1 GW grid-connected solar power project at the 2,000 MW solar park of Rajasthan Rajya Vidyut Utpadan Nigam Ltd (RVUNL) in Pugal, Bikaner district, Rajasthan. CIL invited bids until May 7, 2025, CIL said in the tender document.

The scope of work mandated the bidder to undertake “Unloading and storage at the site, civil works, securing permits and licences, installation, insurance at all stages (including for PV modules), and complete engineering, procurement, and construction (EPC) of the solar plant on a turnkey basis. The selected bidder will also be responsible for demonstrating the project’s performance and handling operations and maintenance for two years post-commissioning or operational acceptance, whichever is later.”

Under the scope of work, the CIL tender said, “The bidder will also be responsible for the supply, packing, forwarding, and transportation of crystalline PV modules to the project site, including transit insurance, as part of a 1,500V system with DC overloading and mandatory spares.”

CIL has set a minimum procurement target of 1,350 MWp of PV modules, excluding mandatory spares. The project must maintain a minimum capacity utilisation factor (CUF) of 28% at the delivery point, with the net electrical energy guaranteed generation (NEEGG) required to be 2,452.8 million units in the first year.

The tender mentions, “To qualify, bidders must have executed EPC work for ground-mounted solar projects on a turnkey basis, including the installation and commissioning of at least 200 MW (AC) of capacity, with individual projects of at least 50 MW (AC) over the last 10 years. These plants must have been in satisfactory operation for at least six months after commissioning.”
