Ceylon Electricity Board Floats Tender for  Solar PV Plants Sri Lanka Releases Tender for 70 MW Solar Projects

The Ceylon Electricity Board (CEB) is seeking proposals from potential developers (project proponents) for the construction of ground-mounted and floating solar PV power plants with a combined capacity of 30 MW on a build-own-operate basis with a 20-year operational period. 

The deadline for proposal submissions is October 27, 2022. 

Within 10 months of the power purchase agreement’s signing, the project must be finished (PPA). Bidders are required to provide a proposal security deposit of LKR3 million/MW. Within 30 days of receiving the notice of award, the selected bidder must provide LKR 22 million as a performance security deposit.

Any government organisation in Sri Lanka, including CEB, should not have blacklisted or suspended bidders or their associated companies, regardless of whether they were an individual contractor, a corporation, a joint venture, or a consortium member. 

As part of the project’s scope, the project developer will be required to evaluate the environmental effects of the suggested solar power projects and secure all necessary environmental clearances and approvals from the relevant authorities by Central Environmental Authority regulations.

The project’s solar modules must adhere to all applicable international standards (IEC 61215, IEC 61730, or the latest available equivalent standards). International standards (IEEE 1547:2003/UL 1741, IEC 62109) should also be followed by inverters. 

The technology that was suggested for the project ought to have shown success in nations with a comparable level of infrastructure support and technological development as Sri Lanka. 

The provided equipment must be brand-new and unopened. Any power project connected to the Sri Lankan electrical grid must comply with CEB standards, as stated in the “CEB Guide for Grid Interconnection of Embedded Generators, Sri Lanka (2000).” This regulation applies to all equipment and project design.

For solar power projects, the project business should purchase land with a 3 acre/MW extent. The necessary land area should be determined based on the aforementioned ratio for larger capacities.
