BSNL Tenders for Supply of GPON, EMS, Solar Power Equipment with VRLA Batteries By Manu Tayal/ Updated On Thu, May 14th, 2020 BSNL Issues Tender for 10 MW Rooftop Solar Projects State-owned telecom major Bharat Sanchar Nigam Ltd (BSNL) has floated tender inviting eligible bidders for supply, installation, integration, commissioning and maintenance of GPON equipment, EMS and solar power equipment with VRLA batteries. As per the tender details, the successful bidder will have to connect 588 OLT sites to 7360 ONTs at gram panchayats. However, BSNL mentioned that these quantities are estimated and it can vary the quantity to the extent of -25 percent to +25 percent of specified quantity at the time of issue of APO without any change in unit price or other terms & conditions. Besides, the provisions under section 10 (d) of public procurement (Preference to Make in India) Order 2017 will also be applicable for this tender i.e. ‘If a Nodal Ministry is satisfied that Indian suppliers of an item are not allowed to participate and/or compete in procurement by any foreign government, it may, if it deems appropriate, restrict or exclude bidders from that country from eligibility for procurement of that item and/or other items relating to that Nodal Ministry’. The interested bidders can start submitting their bids from May 20, 2020, at 6:00 p.m. onwards, however, they can download tender document starting from May 13, 2020. The last date and time for tender document download and bid submission is June 02, 2020, up to 11:30 a.m., whereas the bid opening date is June 03, 2020, at 12:00 p.m. For the eligibility criteria, the bidder company will be registered & incorporated in India under the Companies Act, 1956/2013. It will have an annual average turnover of Rs. 50 crore during the last 3 financial years i.e. 2016-17, 2017-18, 2018-19. Besides, the bidder can be an OEM (Original Equipment Manufacturer) or an SI (System integrator) duly authorized by the OEM through a consortium agreement between the SI and OEM.
