BREDA Issues Tender For Solar With Battery Energy Storage Solution In Bihar

Bihar Renewable Energy Development Agency (BREDA) has issued a tender for engagement of consulting firm for providing consultancy services for setting up 200 – 250 MW solar power plants with Battery Energy Storage Solution at each Kajra (Lakhisarai) and Pirpainti (Bhagalpur) locations in the state of Bihar.

The last date for submitting the online bid is September 02, 2022, till 2:30 pm. Bids will be opened on the same day at 4:00 pm.

Scope of Work

The scope for the engagement of Consulting firm for providing Consultancy services for setting up of 200 – 250 MW Solar power plants with Battery Energy Storage solutions at each Kajra and Pirpainti location in the state of Bihar is as follows: 

Phase I

• Preparation of feasibility report for Kajra and Pirpainti separately
• Preparation of a detailed project report (DPR)for Kajra and Pirpainti separately

Phase II

Development of tender document for supply, erection, and commissioning of solar power plants with Battery Energy Storage Solution of the estimated capacity as per the DPR for each site at Kajra & Pirpainti in Bihar

Undertake preliminary discussions with interested Bidders/Financial Institutions/Power Procurer/ other stakeholders to understand optimal contracting conditions, technical requirements, service level agreements, etc.

Technical Criteria

The Bidder should have experience in providing consultancy services for at least ten (10) years and must have provided consultancy services in a minimum of Three completed Grid Connected Ground Mounted Solar Power Plants of capacities not less than 50 MW in a single order. 

OR 

Two completed Grid Connected Ground Mounted Solar Power Plants of capacities not less than 100 MW in a single order, or one completed Grid Connected Ground Mounted Solar Power Plants of capacities not less than 250 MW in a single order globally in the last 10 years as on 30.06.2022.

Minimum one completed Grid Connected Battery Energy Storage Solutions (BESS) of at least five MWh in a single order globally in the last 05 years as on 30.06.2022.

Financial Criteria (Turnover & Net Worth)

The Bidder must have a Minimum Average Annual Turnover of at least Rs. five crores during the last three Financial Years ending on 31st March for FY 2018-19, 2019-20, 2020-21.

The Bidder/lead member should have a positive Net worth for all the last three Financial Years ending on 31st March for FY 2018-19, 2019-20, 2020-21.

BREDA’s past record is none too encouraging when it comes to larger tenders, and this one, even if at an exploratory stage, is unlikely to see any project in place before 2024, if at all.
