Bids For 1250 MW Solar Plants Under PMKUSUM-C Invited in Madhya Pradesh

Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL) has invited bids for the selection of Renewable Power Generators (RPGs) through tender process for setting up 1250 MW grid-connected Solar PV-based Power Plants (SPP) connected to selected 33/ 11 kV substation in Madhya Pradesh.

MPUVNL will sell the solar power so procured to Madhya Pradesh Power Management Company Limited (MPPMCL) under feeder solarization component of PM KUSUM-C at various locations in MP. Key details of the tender are given below:

• RFP (Request for Proposal) Purchase End Date: 06.06.2022 at 18:00
• Duration of PPA: 25 years from Commercial Operation Date
• Last date & Time of Submission of Bid submission (ONLINE only): 07.06.2022 up to 20:00 hours
• Last date & Time of Submission of required Bid documents in HARD copies: 08.06.2022 up to 17:00 hours
• Bid Opening (Technical): 10.06.2022 at 11:00 hours
  Bid Opening (Financial): 17.06.2022 at 16:00 hours
• Project or Project Size: As per demand assessed for all concerned agricultural feeders emanating from a particular sub-station, subject to maximum available capacity at concerned sub-station. Project size corresponding to a substation = Ʃ [(E x1000)/ (24 x D x CUF)], for all agricultural feeders emanating from a substation Where, E= Average input energy of an agricultural feeders emanating from concerned substation assessed in accordance with methodology prescribed by MNRE under KUSUM-C guidelines for feeder solarization. D= number of days in a year. CUF= capacity utilization factor of SPP (assumed at 19% or more).
• Bid Size: Bidder can place Bid for any number of sub-stations. There is no cap on total bid capacity by a Bidder.
• Exclusivity: A Bidder shall place only one bid for a substation i.e. all target feeders emanating from one substation shall be considered as one Project.
• Selection of substation for SPPs under component-C of PM KUSUM scheme: Substations to be considered for feeder solarization under component-C of PM KUSUM scheme as identified by concerned Discoms shall meet following criteria: It has at least one dedicated agricultural feeder emanating from 33/11 kV substation; It has at least one non-agricultural feeder emanating from 33/11 kV substation; Concern 33/11 kV substation has technically feasible capacity to accommodate proposed capacity of solar project under feeder solarization component of PM KUSUM-C.
• Bid Processing Fee (non- refundable): MPUVNL’s Bid Processing Cost: INR 5,000/- + GST (18%) i.e. INR 5,900/- per MW or a part thereof.
• Bid Security: INR 1 lakh per MW
• Performance Bank Guarantee (PBG): Successful Bidder/ RPG shall be required to furnish a Performance Bank Guarantee (PBG) of 5 lakh/ MW for 12 months.
