BHEL Tenders for Solar Compact Station Of 8MW Farm in Mauritius By Bhoomika Singh/ Updated On Tue, Jun 15th, 2021 Engineering and manufacturing PSU, Bharat Heavy Electricals Limited (BHEL) has floated a tender for the supply and commissioning support of Solar Compact Station (SCS) for 8 MWac solar PV farm at Tamarind Falls, Henrietta, Mauritius. A Solar Compact Station (SCS) is a large-scale PV system devised for the supply of merchant power into the electricity grid. They are differentiated from most building-mounted and other decentralized solar power applications because they supply power at the utility level, rather than to a local user or users. The last date to tender submission as well as for the tender opening is 25 June 2021. Notably, there is no Tender Fee or Earnest Money Deposit (EMD) requirement. Interested bidders can only bid for the tender if they are from a country having adjacent land borders with India, as BHEL has already clarified that this is not a global tender. The SCS should have a lifetime of at least 20 years and needs to be composed and assembled in a maximum of two containers. The auxiliary loads inside the compact station shall be supplied by an auxiliary transformer fed from the solar compact station MV bus bar as per the SLD BHEL-CEB-ELE-001. The transformer shall be protected by MV fuses. Full details of the transformers shall be finalized by the vendor at the detailed design stage where calculations shall be submitted to the BHEL for approval. The bidder should submit the product catalog as an inverter. The earthing switch for cables must be there along with a protective relay and voltage presence indicators. The fire alarm system should comply with BS EN 54 and the applicable requirements of NEC standards. The control panel shall be designed and manufactured according to NFPA and European Standards. To find themselves eligible, the bidder must have supplied and commissioned a similar catalog or integrated outdoor solution, including the power conditioning unit of minimum 500 W rating, inverter transformer, and MV switchgear of 6.6 kV and above rating to any solar project. The commissioning certificate of the integrated solution from the customer or engineering, procurement, and construction (EPC) company should be submitted as evidence. The successful bidder is expected to pay 80 percent of basic supply value+100% taxes and delivery charges will be paid within 45 days credit from the receipt of material at the site or 15 days credit from the date of submission of a complete set of documentation whichever is later. While 10 percent of basic supply value will be paid on completion of I&C against submission of supplementary invoice with proof of completion of I&C along with I&C charges and remaining 10% percent (retention money) against submission of the supplementary invoice along with performance bank guarantee valid for Warranty Period+ 3 months clam period from BHEL Consortium Bank.
