BHEL Set To Build 1.2 GW Solar Project At Khavda, Issues Tender

Gujarat is set to host another project led by Bharat Heavy Electricals Limited’s (BHEL) solar division. The project included selecting contractors for developing and commissioning the project, which consists of a 4×300 MW Khavda Solar PV plant. This would take the total capacity for the project to 1.2 GW.  The tender also involves setting up a power evacuation system, along with three years of operation and maintenance (O&M), excluding the supply of PV modules and trackers. BHEL is accepting bids till March 20th, 2025

Project Details

BHEL’s latest tender divides the pre-bid into four parts, covering the supply of all necessary items for commissioning (except PV modules and trackers), along with mandatory spares. The selected bidder will also be responsible for O&M for three years. Additionally, the Comprehensive Annual Maintenance Contract (CAMC) for critical components will extend for seven years beyond the O&M period.

Project Location

The solar project will be located in Khavda, Kutch, Gujarat, at the following locations:

  • Nearest Town: Bhuj (90 km)
  • Nearest Highway: Gujarat SH-45 (1 km)
  • Nearest Railway Station: Bhuj (90 km)
  • Nearest Commercial Airports:
    • Shyamji Krishna Verma Airport, Bhuj – 125 km
    • Kandla Airport – 190 km

Bidder Qualifications

To qualify for this project, bidders must meet specific technical criteria. They should have prior experience in developing and commissioning solar photovoltaic (SPV) grid-connected power plants of at least 40 MWp, with at least one plant of 10 MWp or higher capacity. This reference plant must have been in successful operation for at least six months before the techno-commercial bid opening date.
