Bangalore Electricity Supply Company Limited (BESCOM) has invited bids for the empanelment of firms for the installation and maintenance of grid-connected rooftop solar plants of various capacities, totalling 50 MWp, in its jurisdiction for five years under CAPEX (Consumer Investment) model. The full scope of the project includes design, supply, erection, testing and commissioning, as well as warranty, comprehensive operation & maintenance. Some important details of the tender are given below: Pre-Bid Conference/Clarification meeting: Date: 31.01.2022; Time: 11.30 am Online Bid Submission Deadline: Date: 16.02.2022; Time: 17:00 hours. Date of Techno- Commercial bids opening: Date and Time: 18.02.2022 Validity of Bid: Minimum 06 months from the date of techno-commercial bid opening date. Validity of Price: 12 months after the date of issuance of Letter of Allocation (LoA) or 24 months from date of Sanction [i.e. 05.01.2022], whichever is later. Bid bond/Earnest Money Deposit (EMD): (INR 554) x Bid Capacity in kWp Performance Bank Guarantee (PBG): INR [(cost discovered/kW)] X 5% X Allocated Capacity in KWp]. “Inverters from Only BESCOM empanelled manufacturer shall be used under this project. The list of empanelled inverter manufacturers is available in BESCOM website,” states the tender document. The MNRE has allocated a capacity of 50 MW for BESCOM, which is proposed to be divided into 4 parts and 3 lots. On the basis of O&M Zone and proposed capacity allocation, the 3 lots are divided as under: LOT-1: Bangalore North & South; 30 MW LOT-2: Bangalore Rural; 10 MW LOT-3: Chitradurga; 10 MW Applications from the consumers will be received till the proposed capacity allocation is reached for that particular lot. The applications will be processed on first come first serve basis. Bid Capacity for each LOT: Minimum bid capacity for General Category bidder: 1000kWp Minimum bid capacity for MSME bidder: 500kWp On the basis of its size, each project will be classified under 4 kinds of capacity ranges: Part-A : 1 kWp to 3 kWp. Part-B : Above 3 kWp to 10 kWp. Part-C : Above 10 kWp to 100 kWp. Part-D : Above 100 kWp to 500 kWp. One part may however comprise of several rooftop units. Each rooftop unit can separately connect with the grid and may have separate meters. Bidders may quote one or more than one part. Requisite financial qualifications of the applicants are as follows: The annual turnover of the bidder should not be less than Rs.1.5 crores in any one of the financial years 2015-16, 2016-17, 2017-18, 2018-19 and 2019-20. In case of MSME, the annual turnover of the bidder should not be less than Rs.0.75 crores in any one of the financial years 2015-16, 2016- 17, 2017-18, 2018-19 and 2019-20. The liquid assets (cash at bank, term deposits. availability of fund-based credit facility) of the bidder as on 31.08.2021 or at a later date, but before the date of bid submission, should not be less than Rs 18.75 lakhs.
