Assam Tenders for 8 MW Rooftop Plants in Residential Sector

Assam Energy Development Agency has tendered for setting up 8 MW rooftop solar systems for the residential sector in the state.

The Assam Energy Development Agency (AEDA) has announced a new tender for setting up of 8 MW grid-connected rooftop solar power systems under the CAPEX model for the residential sector in the state.

The scope of work for the selected bidders will include the design, supply, installation, testing, commissioning of the solar power plants on residential plots. The selected developers will have a period of 6 months or 120 days to complete the work on the project. As per the tender, the PV modules used in the installations have to be made in India. The developers will also be required to provide comprehensive operation and maintenance services for the plants for a period of 5 years from the date of successful commissioning.

The estimated cost of the project will be calculated based on the benchmark costs that was recently issued by the Ministry of New and Renewable Energy (MNRE). For the projects with the capacity in the range of 1-10 kWp, it’ll be fixed at Rs 59/kWh and for projects greater than 10 kWp and less than 100 kWp the price will be fixed at Rs 53 per unit. 

The last date for bid submission is August 29, 2019, and techno-commercial bids will be opened on the same date. All bids must be accompanied with an Earnest Money Deposit amount of either Rs 1 lakh (for entrepreneur under open category) or Rs 5 lakh for the tender category.

Developers under open category do not need to submit financial bids, but they must match the lowest (L1) tariff quoted by any bidder for 7 MW of capacity. Subsidy equivalent to 70 percent of the benchmark cost, will be provided to the successful bidders.

AEDA has reserved 7 MW of capacity for general bidders and 1 MW capacity for entrepreneurs having a registered office in Assam. For general bidders, the minimum bid capacity per bidder is 500 kW, and the maximum bid capacity is 1,500 kW. For entrepreneurs having a registered office in Assam, the minimum bid capacity per bidder is 100 kW, and maximum bid capacity is 250 kW.
