The New and Green Energy of Assam (NGEAL) has now issued its first standalone tender for the development of a 25 MW/100MWh of Battery Energy Storage (BESS) plant in the state. The agency has planned to develop the standalone BESS center at the Kurkurmara 400 KV grid substation in the Kamrup district of Assam.

NGEAL is the joint venture company of ONGC Tripura Power Company Limited (OTPC) and Assam Power Distribution Company Limited (APDCL). The last date for submission of the bids for the project is November 25.

The tender document also talked about the Operations and Maintenance (O&M) of this project for 12 years. “All the services required for successful installation and commissioning of 25MW/100MWh BESS Plant at Kamrup, Assam and associated systems, including transportation of materials to site, unloading, storage, handling at site, insurance, installation, testing, commissioning, and putting the complete Plant and associated system into successful operation,” the tender document read.

The NGEAL tender said that that the project needs to be completed within a year after the award of the contract. “The Time for Completion for Supply, Installation and Commissioning of 25MW/100MWh BESS Power Plant along with associated systems shall be 12 months from the date of award of contract to the successful bidder. The Operation and Maintenance activities for a period of 12 Years shall start as per the Contract after the Completion of Commissioning of the Plant / Taking Over of Plant by Owner,” it said.

The tender said that the project will be awarded to the bidders who had earlier experience in the sector. “The Bidder should have designed, supplied, erected/ supervised erection and commissioned/ supervised commissioning of Grid connected Solar PV Power Plant as an EPC Contractor of cumulative installed capacity of 100 MWp or higher, out of which at least one plant should have been of 25 MWp or higher capacity. The reference plant of 25 MWp or higher capacity must have been in successful operation for at least six (6) months prior to the date of techno commercial bid opening.,” the tender read.

It also said that a solar project developer with a total capacity of 100MWp of higher can also apply if they qualify other requirements as per the tender.

This tender has come at a time when several central tendering authorities like SECI and others are now focusing on Round the Clock supply of renewable energy. Besides the standalone solar or wind tenders, now several states and central agencies are issuing standalone BESS tenders too.
