Assam Discom Issues Tender For 1 GW Solar project

The Assam Power Distribution Company has invited sealed bids for the development and execution of EPC activities for the commissioning of a 1,000 MWp / 750 MWAC solar PV plant in the Karbi Anglong district of Assam on a turnkey basis. It will also include a 400 kV / 33 kV pooling substation. The last date for bid submission is May 5, 2025 (Monday).

Scope Of Work

Assam is developing this solar project following funding from the Asian Development Bank (ADB). A portion of this financing will be used for payments under the specified contract. The bidding process is open to bidders from ADB-eligible source countries.

Bidders are required to meet specific financial criteria. As a minimum requirement, bidders must demonstrate an average annual turnover—calculated based on the total payments received for completed or ongoing contracts—over the best three of the last five years. The financial criteria for each of the two lots are as follows:

1. An average annual turnover of ₹280 crore (approximately $32.21 million).

2. Demonstration that financial resources, after deducting financial obligations for current contract commitments, meet or exceed $6.33 million (₹55 crore) for the subject contract.

Prior Experience 

ADB in the document mentioned that the bidders are required to have experience in executing contracts of similar size and scope. It must also have participated as a main contractor or subcontractor in at least one EPC project that has been successfully operational for at least one year within the last seven years. This project should be similar to the proposed contract.

Additionally, the bidder must have developed, type-tested (based on IEC or an equivalent standard), commissioned, and operationalized at least one AIS substation of 400 kV or higher voltage rating, including associated civil works, on a turnkey basis within the last seven years as of the bid submission date.
