APDCL Invites Bids for 1 GW Solar Power Project Consultancy Work in Assam

For a 1 GW grid-connected solar project in Assam’s Karbi Anglong area, Assam Power Distribution Company Limited (APDCL) has released a consultancy tender. The Asian Development Bank will provide funding for the project’s development via the “Mukhya Mantri Sauro Shakti Prokolpo” program.

The last date for submitting the bid for this Assam Power Distribution Company Limited 1 GW tender is November 30, 2022, at 04:00 pm, and bids will be opened on December 01, 2022, at 12:00 pm.

The scope of services include study, investigation & preparation of the report of the available characteristics of land topography, soil & subsoil environment, ambient conditions, and water, and also prepare a detailed master plan to suit the requirement of the solar power project (of indicated capacity), complete with all the infrastructure facilities including solar PV module, mounting structure, PCU, transformer, road, drainage, street lighting, water storage tanks & along with water main distribution network, power evacuation network, sewage disposal network along with treatment plant for water (if required).  

Each interested bidder will have to pay Rs. 3540/- as a cost of the tender document, which is non-refundable. Each interested bidder will have to pay Rs. 1 lakh as an earnest money deposit. Each interested bidder will also have to pay 10% of the contract value as a performance bank guarantee. 

To procure the tender, the bidders must have expertise in constructing at least two DPRs for solar projects with a minimum 500 MW capacity, per the requirements of the tender. They ought to have completed at least one engineering design project for the civil, mechanical, electrical, and plumbing infrastructure for solar projects on a minimum of 2,500 acres.

Average annual financial turnover during the last 3 years, ending 31st March of the previous financial year, should be Rs. 50,00,000/- from the last three financial years ending on 31.03.2021 based on audited annual accounts.

 The net worth of the bidder during the last Financial Year should be positive, wherein the net worth shall be calculated as follows:

Net Worth = (Equity + Reserves) – (Revaluation reserves+ intangible assets + miscellaneous expenses to the extent not written off + carried forward losses)

Earlier, Assam Power Distribution Company Limited (APDCL) invited the request for selection (RFS) for two solar projects/tenders with a cumulative capacity of 150 MW including 100 MW of grid-connected floating solar PV projects and 50 MW of grid-connected ground-mounted solar PV projects.
