10 MW Floating Solar on Bihar’s Durgawati Dam Reservoir-Bids Invited Bihar State Power Generation Company Ltd Looks to Procure Power for 10 MW Floating PV

Bihar State Power Generation Company Limited (BSPGCL), the state’s nodal agency has released a tender for procumbent of power through tariff based competitive bidding from grid connected 10 MW floating solar power project.

BSPGCL document mentioned, “This project is to setup under RESCO mode over reservoir of Durgawati Dam located at district in Kaimur/Rohtas in Bihar. The last date for the online sale/download date of tender documents from 25th March 2024 at 15:00 Hrs to 25th April 2024 14:00 Hrs.”

The non-refundable cost of bidding document fee is Rs. 25,000.00 plus 18% GST .

The pre-bid conference and venue pre-bid meeting is to be held via Online/Offline mode on 3th April 2024 at 11.00 Hrs.

The document adds that the date and time for opening of Technical Bid is 25th April 2024 onwards 17:00 Hrs. Whereas, the validity of Bid is 180 days from the date of opening of financial bid.

The bid security of EMD Rs. 1,00,00,000.00 is to be submitted in the form of BG or payment on order instrument.

FSPD selected by BSPGCL based on this RFP, will set up Floating Solar PV Projects under RESCO Mode over Reservoir of Durgawati Dam located at Dist.: Kaimur/Rohtas in Bihar on Build Own Operate & Maintain (BOOM) basis in accordance with the provisions of this RFP document and standard Power Purchase Agreement (PPA).

State DISCOMs, (NBPDCL and SBPDCL) under facilitation from BSPGCL, shall enter into PPA with Successful FSPD for a period of 25 years from the date as per the provisions of PPA. The tariff to be quoted by the Bidder is Rs. per kWh fixed for entire duration of the PPA, however the successful bidder is expected to pay to BSPGCL service charges as applicable towards administrative overheads for coordination with State authorities and others, DISCOMs/STU/CTU, pre-commissioning etc. and pay the rent of reservoir usage as applicable by WRD, Bihar within 10 day of LOI/LOA/Work Order and prior to initiation of work.

The validity of bid 180 days from the date of opening of financial bid.

Considering the multiple challenges faced by developers in Bihar and the state’s poor history of larger solar tenders along with neighbouring Jharkhand (Getulsud Dam) , expect bids to come in at Rs 3.75 and above/kW , if at all.  Last year, a similar tender for a 10 MW floating solar project on Phulwaria Dam was released. It is hoped that actual construction might start this year, but no progress has been reported so far. 

In the event of a poor response, there is a good chance that a PSU like SJVN might be roped in for these projects.
