Delhi Govt Notifies Policy Mandating Gramin Sewa To Go Electric

The Delhi government in its recent order added a new para-transit scheme mandating the replacement of CNG-powered Gramin Sewa vehicles registered under the 2010-11 scheme with electric vehicles (EVs). This revised policy applies to high-capacity three-wheelers and similar other vehicles with a seating capacity of six passengers (excluding the driver) being given permits to ply in rural areas, unauthorized, resettlement colonies, and J.J. Clusters of Delhi. 

This new scheme aims to promote the use of cleaner transport under the EV for Gramin Sewa scheme. Under the Gramin Sewa Scheme, the vehicles are expected to run on clean fuel (i.e., CNG, O.E.), complying with Bharat Stage-III norms. The scheme, originally launched for three-wheelers with a seating capacity of six passengers, gave permits to ply in rural areas, unauthorized resettlement colonies, and JJ (jhuggi-jhopri) clusters of Delhi.

With this new policy, the Delhi government approved the replacement of current Gramin vehicles with new electric vehicles. This policy aligns with the scarping policy, as the new rule also requires electric vehicle owners to present their vehicles for scrapping after obtaining the certificate at any authorized registered scrapping facility within 15 days. After receiving the certificate, the owners can purchase a certified electric vehicle from an authorized dealer, and its registration will be completed through a faceless process.

“It is ordered that the replacement of the existing Gramin Sewa vehicles shall be by electric vehicles, with a maximum seating capacity of six passengers plus a driver, duly approved by MORTH’s (Union Ministry of Road Transport and Highways) authorized testing agency,” a transport department order issued on Wednesday said.

Registered owners of Gramin Sewa vehicles are required to apply for replacements through an online, Aadhaar-based process or with an Enrolment ID (EID) if Aadhaar is unavailable.

The notification also mandated that the no-dues certificate must be obtained within seven days, provided there are no outstanding taxes, challans, or criminal records associated with the vehicle.

“The permit issued to Gramin Sewa will be for the same route and all other related details, with new vehicle registration updated on the renewed permit,” the order said. Officials said there are around 6,000 registered Gramin Sewa autorickshaws. However, many have gone off the roads.
