Project Electrical Engineer

The Project Engineer is the technical guarantor of the proper performance of design works conducted in his/her field of activity, in matter of committed design budget (man days), deadline and Quality, in line with Customer expectation, while promoting ease of installation, operation and maintenance of the system.
He/she plans basic and detailed design activities, manages & oversees detailed execution progress, delivers required engineering documentation for procurement, manufacturing and site erection associated to concerned activity, based on Customer specifications and requirement, and internal standards.

Key missions of the Engineer:-

Project management:-

• Scope of work & time schedule
• Establish, based on tender and contract analysis, project strategy the list of documents to produce for his/her field of activity
• Evaluates for the discipline with PEM or PM engineering workload and deliverables dates for concerned package, and commits to such budget in man days and in time delivery
• Time delivery mastering
• Ensures on-time delivery of design, including Partner documents, to stakeholders with suitable quality
• Anticipate and mitigate delivery issues and recommend change
• Lead his/her design team
• Manage and monitor detailed execution progress and short-term plan
• Request from PEM or PM required technical coordination meetings with partners or key suppliers if & when appropriate, to synchronize respective designs
• Give necessary input for management / monitoring detailed execution progress and short-term plan
• Resources
• On monthly basis, measure design physical progress on relevant studies, and provides PEM with relevant data for evaluation of ETTC
• Manage design time spent in man hours on relevant activities

Project strategy & risk management:-

• Follows project strategy
• Highlight scope or design changes (data for claims, VO…)
• Inform PEM or PM of design issues all along project execution and propose range of solutions for decision; follow solutions agreed up to resolution
• Updates risk assessment related to design & applies mitigation plan when required
• Pro-actively generate and manage opportunities

Customer relationship:-

• Analyse customer technical requirements
• Ensure compliance to customer requirements
• Represents customer interests in the design decisions at PM request
• Support PEM or PM to Manage customer comments
• Attend Customer technical meetings, upon PEM or PM request
• Support PEM or PM on partner’s coordination regarding customer technical comments on their scope

Document & configuration management:-

• Manages & tracks evolution of input data
• Track customer comments and answers, along with document resubmission)
• Ensures conformance of material with specification & documentation
• Manage return status of project documentation (approved, commented, rejected ..)
• Tracks & manages identified or potential deviations
• Manages evolution of customer requirements & associated impacts

Design expediting:-

• Participates to issuance of technical specifications and basic document to enable procurement of main items and plant detailed design
• Prepares and or coordinates elaboration of document, calculation, Simulation, to validate technical options proposed to the customer
• Looks for cost optimization in all design phases and mainly during basic design
• Ensures technical consistency of design area and associated performance level
• Obtains or provides support to insure compliance to technical “state of the art” and applicable standards & regulations
• Checks documents
• Provides technical assistance to sourcing upon request
• Prepares subcontracting files (Scope, Deliverables, Inputs, Schedule)
• Checks design subcontractor deliverables
• Proposes review meeting with subcontractors
• Contributes to OMM & As-built issuance

Process & Tools:-

• Deploys Engineering tools (CAD, PDM/DMS,) as per strategy
• Consulted for the elaboration of the Project Design review plan
• Conducts design reviews following Engineering management instruction
• Propose co-engineering platform with partners when relevant
• Integrate EHS requirements based on project Strategy, and deploy HAZID (Hazard identification) sessions at different project phases
• Apply Design subcontracting process supported by PEM or PM
• Implement KPIs defined on engineering process for medium set project
• Issue nonconformance reports (FAT, Site)
• Manage nonconformance reports upon issuance

Sourcing & Procurement, Supplier/Partner management:-

• Support Sourcing and Procurement in the definition of the Supplier’s list according to the project strategy
• In line with general time schedule, participate to elaboration of supply request  : specification & BOQ
• Organize and follow transmission of required Supply Requests on time; coordinate any required updates
• Coordinate with relevant people the review of technical offers from suppliers and approve the technical evaluation for relevant activity
• Manage technical interface with sub suppliers & partners, prepare input data , check consistency
• Request for technical coordination meetings with partners or key suppliers if & when appropriate
• Follow design subcontracting process
• Ensure the technical follow up (review, comment, approval) of the supplier’s documentations
• Support Procurement in the equipment ITP review and approval
• Support Procurement in the review of FAT procedure and participate to FAT, as per project FAT plan. and request resources function of project

Interface with Construction:-

• Involve Construction teams on Design review to Perform constructability analysis
• Prepares site work: method statement; site modification
• Prepares information required for OMM for his/her field of activities
• Provides support to the site team to resolve technical issues and raise and close snag lists

Return of Experience & Knowledge Capitalization:-

• Provide data & inputs for project RoE
• Site/Design return of experience & design validation
• Support functional knowledge capitalization for dedicated practice areas

Quality:-

• Comply with Quality Procedures, work instructions and Processes defined at Unit, project level, and in EMH
• Report or resolve any non-conformances and process in a timely manner

Health and Safety:-

• Implement design freeze and EHS in design
• Demonstrate EHS leadership and ensure Zero Deviation Plan is implemented within the team
• Sets the example by demonstrating the proper acts and actively observes work conditions and behaviors, giving constructive feedback and celebrating EHS effective prevention.
• Actively participates in defining corrective actions when work is unsafe or when an uncontrolled risk is observed.
• Routinely observes routines and behaviors of others and provides immediate feedback regarding unsafe behavior and celebrates achievements or safe behaviors.

Core technical Skills:-

HV & LV designs for Grid Connected ACS/Renewable Energy Projects. The activities generally include, but not limited to the followings:

• Preparation of basic Single Line Diagram, Layout, Plan & section of Overall plant.
• Control rooms, switchgear rooms and other auxiliary rooms layouts and conceptualization.
• Selection of equipment’s, RFQ preparation, vendor evaluation and finalization of vendor drawings, technical schedules, test reports etc.
• Substation HV design calculations like Earthing, Lightning, Bus bar designs etc.
• Preparation of 2D & 3D Layouts, clearance diagrams, structure load calculations, cable trenches etc.
• Preparation of all LV AC-DC Distribution/Auxiliary system and component sizing.
• RFQ’s and Evaluation of vendor Drawings, GTP, Calculation & Technical Specs for LV & MV Systems.
• ITO (tender) drawings, BOQ estimation (ITO/OTR), RFQ finalization & evaluation of various components,
• Co-ordination and integration with Automation, Civil & MEP.
• Co-ordination of site & office team for execution of project.
• Working knowledge of 3D Design tools (like Revit/Inventor/equivalent global design tools) is strongly desired.
• Expertise and hands-on experience on engineering tool like ETAP, Mathcad, CDGES, FE400, Relia-soft etc. shall be considered positively.

Performance Measurement:-

• Discipline provisional document list prepared and aligned with project time Schedule with achievable task duration
• Discipline Design reviews & Gate reviews plan formalized and followed
• ROR integrates design part and Mitigation plan formalized and actions status identified (not started, ongoing, closed.)
• Design management tools strictly followed, and submission of coherent data
• Discipline workload plan updated on regular base
• Discipline Design hours mastered
• Design change process in place
• Discipline Interface sheets deployed and validated for the project
• No significant gap in scope and exchange of information between partners or main suppliers from our partners & Suppliers
• No serious claim from main Suppliers
• Engineering platform in place when relevant, coordination meetings organized
• NCR system used for the discipline
• Discipline document to be attached to the OM&M delivered on time
• Compliance to Quality processes and procedures and GE policies and procedures

Desired Profile and Experience:-

• Technology Academic studies, B.Tech / Masters in Electrical Engineering or equivalent.
• Most suitable candidates will come from the technical stream with an overall experience of 5-8 years.
• 3-5+ years engineering experience in the ACS Projects preferably in project & EPC type environment in T&D, Power Gen or Oil &Gas industry.
• Work experience in Renewable Energy projects is strongly desired. Project Engineering experience for HVDC and / or FACTS projects shall also be given special consideration.
• Work experience in Global Projects.
• Familiar with project technical management processes, preferably in a multi-disciplinary team’s context with multiple interfaces
• First experience in managing subcontracted design work package (preferably externally)
• English working knowledge
• Experience in technical problem solving & strong fundamentals on electrical engineering with domain expertise on renewable energy projects and products, with specific awareness on energy storage projects and products.
• Knowledge of Transmission   or Distribution industry, international standards & codes.
• Willingness to work in different locations for short or medium period and to travel worldwide.
• Knowledge of one or more foreign language like French or German shall be considered positively.
