Job Description

Responsibilities:-

The Evaluation Specialist shall within the delegated authority be responsible for;

  • Carrying out evaluation of organisational processes and procedures through scoping, planning, designing, collecting and analysing data and report drafting for evaluation and inspection of ISA activities ensuring such evaluations are impartial, independent and credible and meet professional standards by following the organisation’s quality standards.
  • Researches, analyses and presents data gathered from diverse sources.
  • Contributes to the development of evaluation design and takes the lead in drafting of evaluation inception papers and terms of reference
  • Contributes to data collection and analysis efforts across multiple qualitative and quantitative methods; reviews, analyses and interprets data; and develops evaluation findings, conclusions and recommendations to enable data-driven planning, decision making, presentation and reporting.
  • Participates or leads (in case delegated) in field missions, including provision of guidance to other team members, external consultants, and other parties and drafting mission summaries.
  • Drafting of draft and final evaluation reports, including the incorporation of feedback and comments.
  • Participates and provides substantive backstopping to the Chief of Unit in presenting evaluation briefings to the Director General, the Office of the President of the ISA Assembly and the General Assembly.
  • Assists with activities related to budget funding by preparing parts of the evaluation project budget, progress reports, and financial statements. Supports the Chief of Unit in carrying out other management and administrative tasks.
  • Participates in the follow-up and implementation of evaluation recommendations. Provides support to the Chief of Unit to strengthen the efficiency and effectiveness of the evaluation procedures.
  • Performs other duties as required and assigned by the Director General and/or the Chief of Unit of the Internal Oversight Unit

Qualifications and skills required:-

Education: An advanced level university degree (Masters’ degree or equivalent) is required in international development, international relations, Social sciences, Business or Public Administration, Management, legal affairs or related fields.

Experience:-

  • A minimum of five years of experience in the national, regional or international level is required. Work experience in an international organisation or national governments is preferred.
  • Experience in gathering and analysing data to understand the impact of a project or program.
  • Should have facilitated knowledge sharing, and insights to improve organizational practice
  • Should have a good understanding of information management system(s) including dashboard(s) to track, evaluate and report progress and inform decision making.
  • Should be conversant with the evaluation, and reporting formats.

Language and IT skills:-

  • English is the official and working language of ISA. Excellent command of both written and spoken English is required. Knowledge of other languages (i.e., French, Spanish, and Arabic) would be advantageous. Satisfactory skills in ERP, Outlook, and MS Office products, and experience in managing this role are required.
